2B. Approval of Fiscal Year 2024- 25 Property Tax Rate to Fund the City' s Paramedic Program\n1. Adopt Resolution No. 2024- 052, fixing the rate of tax upon the taxable property within the City of Brea for\nthe Fiscal Year 2024- 25 necessary to maintain a mobile intensive care program known as paramedics within the\narea of the City of Brea and certifying said rate of taxation to the Orange County Auditor -Controller.

2C. Second Reading and Adoption of Ordinance No. 1251, " An Ordinance of the City of Brea renewing Ordinance No.\n1243 ( Military Equipment Use Policy Approval)"\n1. Waive full reading of and adopt Ordinance No. 1251, " An Ordinance of the City of Brea renewing Ordinance\nNo. 1243 ( Military Equipment Use Policy)" by title only, renewing Ordinance No. 1243 and approving the Police\nDepartment' s Military Equipment Use policy.

2D. Accept a $ 70, 636. 86 California Highway Patrol Cannabis Tax Fund Grant Program Award for DUI Outreach and\nEnforcement Training\n1. Adopt Resolution No. 2024- 053 accepting a State of California Cannabis Tax Fund Grant Program ( CTFGP)\nAward for the education, prevention, and enforcement of laws related to driving under the influence of alcohol\nand other drugs, including cannabis, in the amount of $ 70, 636. 86 for the one- year grant program which begins\nJuly 1, 2024 and ends June 30, 2025.

2E. Approve a Surface Access Agreement with Chevron U. S. A. Inc. for the Plugging and Abandonment of Oil Wells\n1. Approve a Surface Access Agreement between Chevron U. S. A. Inc. and the City of Brea to plug and\nabandon eight oil wells in the City; and\n2. Authorize the City Manager to execute the agreement; and\n3. Amend the City' s General Fund ( 110) Operating Budget to reflect any future revenues received from oil\nwell plugging and abandonment activities.

2F. Adoption of a new job description and salary range for the position of Deputy City Manager/ Director and\namending the position allocation list for FY 2024/ 25 to reflect the changes, and adding the new classification to the\nExecutive Compensation Plan as amended\n1. Adopt Resolution No. 2024- 054 adopting a new job description and salary range for the position of Deputy\nCity Manager/ Director and amending the position allocation list for FY 2024/ 25 to reflect the changes, and\nadding the new classification to the Executive Compensation Plan as amended

2G. Cooperative Agreement between the City of Brea and the County of Orange Regarding the Olinda Alpha Landfill\n1. Approve the Cooperative Agreement with the County of Orange regarding the Olinda Alpha Landfill; and\n2. Amend the City' s Fiscal Year 2023- 25 Operating Budget to appropriate $ 6, 500, 000 in the City' s General\nFund to be received in two ( 2) installments of $ 3, 250, 000 within sixty ( 60) days of execution of the\nCooperative Agreement.
