4A. Backflow and Cross-Connection Controls Ordinance Update; Cross-Connection\nControl Management Policy\n— 1. Waive full reading and introduce Ordinance No. 1261, “An Ordinance of the City\nCouncil of the City of Brea Amending the Brea City Code To Update Backflow and\nCross-Connection Controls and Approving a CEQA Exemption Determination,” by title\nonly; and\n— 2. Adopt Resolution No. 2025-033 approving a Cross-Connection Control\nManagement Plan. There is no fiscal impact to the General Fund.

4B. Ordinance to Amend the Brea City Code Chapter 16.08: Fireworks\n— 1. Waive full reading of and introduce Ordinance No. 1262, "An Ordinance of the City\nCouncil of the City of Brea amending the Brea City Code to update the fireworks ban\nand approving a CEQA Exemption" by title only. There is a potential for revenue\nincrease due to fines, but there are no known expenditures directly related to the\namendment of this ordinance.

5B. Adopt a Resolution Establishing the City of Brea Master Employee Pay Schedule to\nComply with CalPERS Regulations\n— 1. Adopt Resolution No. 2025-034 establishing the updated City of Brea Master\nEmployee Pay Schedule, confirming the pay rates/ranges for all City of Brea\nestablished positions in order to comply with CalPERS regulations. There is no fiscal\nimpact to the General Fund.

5C. Resolution Opposing Amended Rules 1111 and 1121\n— 1. Approve Resolution No. 2025-035 opposing South Coast Air Quality Management\nDistrict (SCAQMD) Proposed Amended Rules 1111 and 1121. There is no fiscal impact\nto the General Fund.

5D. Ordinance Designating Fire Hazard Severity Zones\n— 1. Waive full reading of and adopt Ordinance No. 1260 "An Ordinance of the City\nCouncil of the City of Brea designating fire hazard severity zones," formally accepting\nand implementing the updated California Department of Forestry and Fire Protection\n(CAL FIRE) Local Responsibility Area (LRA) maps for our jurisdiction. The adoption of\nthe updated LRA maps will be absorbed within the existing Fire Department budget.

5E. Budget Adjustments to the City Operating and Capital Improvement Program Budgets\nfor FY 2023-25\n— 1. Adopt Resolution No. 2025-036 and 2025-037 appropriating funds to adjust the\nFiscal Year 2023-25 City Operating and Capital Improvement Program Budgets.

5F. Second Amendment to the Waste Disposal Agreement with the County of Orange for\nSolid Waste Disposal Services\n— 1. Approve a second amendment to the Waste Disposal Agreement with the County\nof Orange for solid waste disposal services extending the term by 12 months. As part\nof the amended and restated franchise agreement with Republic Services, the\nincreased disposal costs were already incorporated into the recently approved solid\nwaste rate increases. No additional appropriations are needed for the FY 2025-2026\nSanitation and Street Sweeping Fund (440) operating budget.

5G. Award Contract with All American Asphalt in the Amount of $2,349,866.00 for the\nBirch Street Phase 1A Street Improvements from N. Kraemer Boulevard to Valencia Avenue,\nCIP 7329\n— 1. Approve the Plans and Specifications;\n— 2. Receive bids;\n— 3. Award Contract to the lowest responsive and responsible bidder, All American\nAsphalt, in the amount of $2,349,866.00; and,\n— 4. Authorize the City Engineer to issue Change Orders up to a "not to exceed"\namount of 10% of the Contract Price. There are sufficient funds to complete the\nProject construction in the approved FY 2024-25 CIP Project budget.

5H. Joint Use Agreement Between City of Brea and Southern California Edison for the SR-\n57 & Lambert Road Interchange Improvements, CIP 7251\n— 1. Approve Joint Use Agreement with Southern California Edison. There is no fiscal\nimpact to the General Fund.

5I. Approve Child Abuse Services Operational Agreement with University of California,\nIrvine\n— 1. Approve a three-year operational agreement with the University of California,\nIrvine Department of Pediatrics for child sexual abuse examinations. The cost of the\ncontract has been incorporated into the Police Department's adopted budget.
