Waive full reading and introduce Ordinance No. 1261, “An Ordinance of the City\nCouncil of the City of Brea Amending the Brea City Code To Update Backflow and\nCross-Connection Controls and Approving a CEQA Exemption Determination,” by title\nonly; and\n— 2. Adopt Resolution No. 2025-033 approving a Cross-Connection Control\nManagement Plan. There is no fiscal impact to the General Fund.

There is a potential for revenue\nincrease due to fines, but there are no known expenditures directly related to the\namendment of this ordinance.

Waive full reading of and adopt Ordinance No. 1260 "An Ordinance of the City\nCouncil of the City of Brea designating fire hazard severity zones," formally accepting\nand implementing the updated California Department of Forestry and Fire Protection\n(CAL FIRE) Local Responsibility Area (LRA) maps for our jurisdiction. The adoption of\nthe updated LRA maps will be absorbed within the existing Fire Department budget.

Approve a second amendment to the Waste Disposal Agreement with the County\nof Orange for solid waste disposal services extending the term by 12 months. As part\nof the amended and restated franchise agreement with Republic Services, the\nincreased disposal costs were already incorporated into the recently approved solid\nwaste rate increases. No additional appropriations are needed for the FY 2025-2026\nSanitation and Street Sweeping Fund (440) operating budget.

Approve the Plans and Specifications;\n— 2. Receive bids;\n— 3. Award Contract to the lowest responsive and responsible bidder, All American\nAsphalt, in the amount of $2,349,866.00; and,\n— 4. Authorize the City Engineer to issue Change Orders up to a "not to exceed"\namount of 10% of the Contract Price. There are sufficient funds to complete the\nProject construction in the approved FY 2024-25 CIP Project budget.
