4.A. May 19, 2026 Regular City Council Meeting Minutes\n— 1. Approve.

4.B. Resolutions Calling November 3, 2026 General Municipal Election\n— 1. Adopt Resolution No. 2026-30 calling and giving notice of holding a General Municipal Election on\nTuesday, November 3, 2026 for the election of certain officers as required by provisions of the laws of the\nState of California relating to General Law Cities; and\n— 2. Adopt Resolution No. 2026-31 requesting the Board of Supervisors of the County of Orange to consolidate\na General Municipal Election held on Tuesday, November 3, 2026 with the Statewide General Election to be\nheld on that date pursuant to Section 10403 of the California Elections Code. Funding for the November 2026\nGeneral Municipal Election has been included in the adopted Fiscal Year 2026-27 budget, therefore, there is no\nadditional fiscal impact to the General Fund.

Approve and authorize staff to submit to Orange County Transportation Authority (OCTA) the Measure M2\nSeven-Year Capital Improvement Program for Fiscal Years 2026-27 through 2032-33 to comply with Measure\nM2 eligibility criteria; and\n— 2. Adopt Resolution No. 2026-33 concerning the status and update of the Local Signal Synchronization Plan\n(LSSP) for the Measure M (M2) Program. This action has no impact to the General Fund.

4.E. Rejection of Bids for the Arovista Park Parking Lot Paving, CIP Project No. 7978\n— 1. Reject all bids and direct City Clerk to return all Bid Bonds to bidders; and\n— 2. Amend the FY 2025-27 Capital Improvement Program Budget to transfer funds from Fund 290 (CDBG) to\nCIP 7978 (Arovista Park Modernization). There is no fiscal impact to the General Fund.

Adopt Resolution No. 2026-34 to certify a California Environmental Quality Act (CEQA) Program\nEnvironmental Impact Report (EIR) for the Brea 2050: Focused General Plan Update and Brea Core Specific\nPlan (BCSP), State Clearinghouse No. 2025081123, and adopting Findings of Fact (FOF), a Statement of\nOverriding Considerations (SOC), and a Mitigation Monitoring and Reporting Program (MMRP).\n— 2. Adopt Resolution Nos. 2026-35 and 2026-36 approving the following entitlements, based on findings and\nconclusions in the corresponding resolutions:\n— a. GPA No. 2026-01, to approve the General Plan policy document; and\n— b. SP No. 2026-01, to adopt a new specific plan to implement the BCSP.\n— 3. Introduce by title only and waive further readings of ordinances approving the following entitlements,\nbased on findings and conclusions in the corresponding ordinances:\n— a. Ordinance No. 1274, "An Ordinance of the City Council of the City of Brea Amending the Brea City Code by\nAdopting Zoning Ordinance Text Amendment No. 2026-01 for Implementation of the Brea 2050: Focused\nGeneral Plan Update and the Brea Core Specific Plan;"\n— b. Approve a California Environmental Quality Act (CEQA) Exemption Determination; and\n— 3. Schedule adoption of aforementioned Ordinance at the next regular City Council meeting. 6.C. Public Hearing to Consider Levying an Assessment for Landscape and Lighting Maintenance Districts Nos. 1,\n2, 3, 4, 5, 6 and 7 for Fiscal Year 2026-2027\n— 1. Adopt Resolution Nos. 2026-37 through 2026-43, levying assessments for Fiscal Year 2026-27 after\nreceiving testimony at the Public Hearing on June 2, 2026.
