Adopt Resolution No. 2026-34 to certify a California Environmental Quality Act (CEQA) Program\nEnvironmental Impact Report (EIR) for the Brea 2050: Focused General Plan Update and Brea Core Specific\nPlan (BCSP), State Clearinghouse No. 2025081123, and adopting Findings of Fact (FOF), a Statement of\nOverriding Considerations (SOC), and a Mitigation Monitoring and Reporting Program (MMRP).\n— 2. Adopt Resolution Nos. 2026-35 and 2026-36 approving the following entitlements, based on findings and\nconclusions in the corresponding resolutions:\n— a. GPA No. 2026-01, to approve the General Plan policy document; and\n— b. SP No. 2026-01, to adopt a new specific plan to implement the BCSP.\n— 3. Introduce by title only and waive further readings of ordinances approving the following entitlements,\nbased on findings and conclusions in the corresponding ordinances:\n— a.
