RESOLUTION AUTHORIZING APPROVAL OF THE MEMORANDUM OF UNDERSTANDING (MOU)\nBETWEEN THE CITY OF BUENA PARK AND THE ORANGE COUNTY SHERIFF'S DEPARTMENT\nREGARDING THE USE OF THE ALERTOC EMERGENCY NOTIFICATION SYSTEM\nTo approve the MOU issued by the OCSD relating to the City’s use of the new implementation of\nthe AlertOC emergency notification system through December 30, 2029.\n— 1) Adopt a resolution approving a Memorandum of Understanding (MOU) with the Orange\nCounty Sheriff’s Department (OCSD) agreeing to use the new version of the AlertOC\nemergency notification system according to the specified terms; 2) Authorize the City Manager\nand City Attorney to make necessary, non-monetary changes to the MOU; and, 3) Authorize\nthe City Manager and City Clerk to execute the MOU and any other necessary documents\nrelated to approval of the MOU.

APPROVAL OF THE BUENA PARK GENERAL PLAN PROGRESS REPORT AND HOUSING ELEMENT\nANNUAL PROGRESS REPORT (APR) FOR CALENDAR YEAR 2024 AND SUBMITTAL TO THE STATE\nDEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (HCD)\n— Recommended Action: 1) Receive and file the 2024 General Plan Annual Progress Report\n(APR) and the Housing Element Annual Report; 2) Authorize the Community and Economic\nDevelopment Department to transmit the reports to the State Department of Housing and\nCommunity Development (HCD) and the Governor’s Office of Planning and Research (OPR) as\nrequired by state law; and, 3) Authorize the Community and Economic Development\nDepartment to make any changes to the report in response to comments received from HCD or\nOPR.

RESOLUTION APPROVING PLANS, SPECIFICATIONS, AND APPROVAL OF CONTRACT WITH ONYX\nPAVING COMPANY FOR THE 2024-2025 ANNUAL PAVEMENT REHABILITATION PROJECT\n— Recommended Action: 1) Adopt a resolution approving the plans and specifications for the\n2024-2025 Annual Pavement Rehabilitation Project; 2) Award a contract to Onyx Paving\nCompany, Inc. in the amount of $1,133,000; 3) Authorize contingency funds in the amount of\n$115,000 in the same purchase order; 4) Authorize construction engineering in the amount of\n$60,000; 5) Authorize a purchase order for The Solis Group in the amount of $4,140 for\nadministration of the Community Workforce Agreement (CWA); 6) Authorize contingency funds\nin the amount of $1,380 for the CWA administration; 7) Authorize the City Manager and City\nAttorney to make any necessary, non-monetary changes to the contract; and 8) Authorize the\nCity Manager and City Clerk to execute the contract.

5B. RESOLUTION ADOPTING THE 2024 WATER MASTER PLAN\n— Recommended Action: 1) Adopt a resolution implementing the 2024 Water Master Plan.

PURCHASE AND SALE AGREEMENT FOR CITY-OWNED PROPERTY LOCATED ON THE SOUTH SIDE\nOF AUTO CENTER DRIVE, EAST OF WESTERN AVENUE\n— Recommended Action: 1) Approve the Purchase and Sale Agreement with Simpson &\nSimpson Holdings, LLC for the sale of the properties located on the south side of Auto Center\nDrive, east of Western Avenue; 2) Find the transaction exempt from CEQA pursuant to Section\n15332, and authorize staff to file a notice of exemption; 3) Authorize the City Manager and City\nAttorney to make any necessary, non-monetary changes to the agreement; and 4) Authorize\nthe City Manager and City Clerk to execute the agreement and take various actions in\nconnection therewith.

ORDINANCE AMENDING CHAPTER 16.08 OF THE BUENA PARK MUNICIPAL CODE TO INCREASE\nFINE AMOUNTS FOR ILLEGAL FIREWORKS AND APPROVAL OF A 4TH OF JULY/FIREWORKS WATER\nBILL INSERT\nThe City Council will consider amending Chapter 16.08 of the Buena Park Municipal Code to\nincrease the fines for illegal fireworks.\n— Recommended Action: 1) Adopt (by 4/5 vote) or introduce (by a majority vote) an Ordinance\namending Chapter 16.08 of the Buena Park Municipal Code to increase penalties associated\nwith illegal fireworks; and 2) Approval of a 4th of July/Fireworks water bill insert.

PUBLIC HEARING TO ADOPT A RESOLUTION APPROVING THE FISCAL YEAR (FY) 2025-2029\nCOMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) CONSOLIDATED PLAN/FISCAL YEAR 2025-2026\nANNUAL ACTION PLAN\n— Recommended Action: 1) Hold a public hearing to review and receive public comments for\nthe draft FY 2025-2029 CDBG Consolidated Plan (ConPlan) / FY 2025-2026 Annual Action Plan\n(AP); 2) Adopt a resolution to approve the ConPlan/AP; 3) Authorize the City Manager to\napprove any necessary changes to the ConPlan/AP and submit the final ConPlan/AP to the U.S.\nDepartment of Housing and Urban Development (HUD); and 4) Authorize the City Manager to\nexecute all documents, certifications, contracts, or other instruments as may be required to\ncarry out the Community Development Block Grant (CDBG) Program.
