RASIC CONSTRUCTION FOR ON-CALL\nEMERGENCY WATER REPAIR SERVICES\n— Recommended Action: 1) Approve a contract with Big Ben Engineering, Inc., to\nprovide on-call emergency water repair services without a guaranteed minimum and a\nnot-to-exceed amount of $300,000; 2) Approve a contract with G&A Nelos\nConstruction, Inc., to provide on-call emergency water repair services without a\nguaranteed minimum and a not-to-exceed amount of $300,000; 3) Approve a contract\nwith Mike Prlich and Sons, Inc., to provide on-call emergency water repair services\nwithout a guaranteed minimum and a not-to-exceed amount of $300,000; 4) Approve\na contract with W.A. Rasic Construction to provide on-call emergency water repair\nservices without a guaranteed minimum and a not-to-exceed amount of $300,000; 5)\nAuthorize the City Manager and City Attorney to make any necessary, non-monetary\nchanges to the contracts; and, 6) Authorize the City Manager and City Clerk to\nexecute the contracts.

AGREEMENT WITH SOUTHEAST AREA ANIMAL CONTROL AGENCY (SEAACA) FOR\nANIMAL CONTROL SERVICES FOR FY 2025-26\n— Recommended Action: 1) Approve an agreement with the Southeast Area Animal\nControl Authority (SEAACA) for animal control services for FY 2025-2026; 2)\nAuthorize the City Manager and City Attorney to make any necessary, non-monetary\nchanges to the agreement; 3) Authorize the City Manager and City Clerk to execute\nthe agreement; and, 4) Approve a budget amendment in the amount of $171, 200 from\nthe undesignated General Fund balance for this purpose.

REORGANIZATION PLAN FOR THE COMMUNITY DEVELOPMENT DEPARTMENT'S\nCODE ENFORCEMENT DIVISION AND ECONOMIC DEVELOPMENT DIVISION, AND\nRESOLUTION AMENDING THE BUENA PARK TECHNICAL, OFFICE, AND PROFESSIONALS\n(TOPs) ASSOCIATION COMPENSATION PLAN TO ADD THE SENIOR CODE\nENFORCEMENT OFFICER AND HOUSING SPECIALIST CLASSIFICATIONS\n— Recommended Action: 1) Approve the new job classification specification of Senior\nCode Enforcement Officer and revised job classification specification of Housing\nSpecialist; 2) Adopt a Resolution amending the Buena Park Technical, Office, and\nProfessionals (TOPs) Association Compensation Plan to add the Senior Code\nEnforcement Officer and Housing Specialist job classifications and salary ranges; and,\n3) Approve a budget amendment in the amount of $22,000 from the CDBG\ncontractual services account to fund this position.

RESOLUTION ADOPTING A MEMORANDUM OF UNDERSTANDING BETWEEN THE\nCITY OF BUENA PARK AND THE BUENA PARK CITY EMPLOYEES' ASSOCIATION (BPCEA)\n— Recommended Action: 1) Adopt a resolution approving a successor Memorandum\nof Understanding (MOU) between the City of Buena Park and the Buena Park City\nEmployees’ Association; and 2) Approve a budget amendment in the amount of\n$775,400 from the undesignated General Fund balance for this purpose.

RESOLUTION AMENDING AND RESTATING AN ADOPTED MEMORANDUM OF\nUNDERSTANDING BETWEEN THE CITY OF BUENA PARK AND THE BUENA PARK\nTECHNICAL, OFFICE AND PROFESSIONALS ASSOCIATION (TOPs) IMPLEMENTING A\nPARITY CLAUSE PROVISION\n— Recommended Action: 1) Adopt a resolution amending and restating a successor\nMemorandum of Understanding (MOU) between the City of Buena Park and the Buena\nPark Technical, Office and Professionals Association (TOPs) implementing the recently\nadopted parity clause provision of the agreement; and 2) Approve a budget\namendment in the amount of $120,000 from the undesignated General Fund balance\nfor this purpose.
