FINAL PAYMENT TO ALL AMERICAN ASPHALT FOR THE 2024-2025 ANNUAL SLURRY SEAL\nPROJECT\n— Recommended Action: 1) Accept the project as complete and approve a final payment to All\nAmerican Asphalt in the amount of $295,220; and 2) Direct the Public Works Department to file\na Notice of Completion.

LAND USE LICENSE AGREEMENT RENEWAL WITH SOUTHERN CALIFORNIA EDISON FOR THE\nRIGHT-OF-WAY BETWEEN EL MONTE DRIVE AND VALLEY VIEW STREET (PARKS, RECREATION, AND\nCOMMUNITY GARDENS)\n— Recommended Action: 1) Approve a five-year license agreement renewal with Southern\nCalifornia Edison (SCE) for use of its right-of-way between El Monte Drive and Valley View\nStreet for parks and/or recreation space and the community gardens, in the amount of\n$41,980.55; 2) Authorize the City Manager and City Attorney to make any necessary, nonmonetary changes to the agreement; and 3) Authorize the City Manager and City Clerk to\nexecute the agreement.

4.I. AGREEMENT WITH FLOCK SAFETY TO LEASE AUTOMATED LICENSE PLATE READERS AND DATA\nSTORAGE\n— Recommended Action: 1) Approve a two-year lease agreement with Flock Safety for eight\n(8) automated license plate readers (ALPR) and data storage services for a total cost of\n$79,400; 2) Authorize the City Manager and City Attorney to make any necessary, nonmonetary changes to the agreement; 3) Authorize the City Manager and City Clerk to execute\nthe agreement; and, 4) Authorize the Police Department to continue expanding existing Flock\nSafety ALPR locations.

PROFESSIONAL SERVICES AGREEMENT WITH RJM DESIGN GROUP, INC., FOR DESIGN SERVICES\nOF THE JOHN BEAT PARK, CARL BRENNER PARK (CONCEPTS) AND DISTRICT 2 POCKET PARK\n(CONCEPT & DESIGN) IMPROVEMENTS PROJECT\nPresented by Jaden Miller, Associate Engineer\n— Recommended Action: 1) Approve a Professional Services Agreement with RJM Design\nGroup, Inc., in the amount of $292,450 for design services for the John Beat Park, Carl Brenner\nPark (Concepts) and District 2 Pocket Park (Concept & Design) Improvements Project; 2)\nAuthorize the City Manager and City Attorney to make any necessary non-monetary changes to\nthe agreement; and 3) Authorize the City Manager and City Clerk to execute the agreement.

5.B. PROFESSIONAL SERVICES AGREEMENT WITH RKA CONSULTING GROUP FOR DESIGN SERVICES\nOF THE VALLEY VIEW STREET (FROM SOUTH CITY LIMITS TO NORTH CITY LIMITS) PAVEMENT\nREHABILITATION PROJECT\nPresented by Jason Tran, Associate Engineer\n— Recommended Action: 1) Approve a Professional Services Agreement with RKA Consulting\nGroup in the amount of $265,565 for design services for the Valley View Street (From South\nCity Limits to North City Limits) Rehabilitation Project; 2) Authorize the City Manager and City\nAttorney to make any necessary, non-monetary changes to the agreement; and 3) Authorize\nthe City Manager and City Clerk to execute the agreement.

AGREEMENT WITH MOTOROLA SOLUTIONS FOR ANNUAL MAINTENANCE OF POLICE\nCOMPUTER-AIDED DISPATCH AND RECORDS MANAGEMENT SYSTEM WITH ADDITIONAL ENHANCED\nSERVICES\nPresented by Nghia Nguyen, Police Captain\n— Recommended Action: 1) Approve a five-year agreement with Motorola Solutions for annual\nmaintenance of the police department's Computer-Aided Dispatch and Records Management\nSystem (CAD/RMS) and enhanced services in the amount of $720,000; 2) Dispense with\ncompetitive bidding pursuant to Buena Park Municipal Code Section 3.28.080 (H), which allows\nthe City Council to dispense with bidding when it is in the best interest of the City; 3) Authorize\nthe City Manager and City Attorney to make any necessary, non-monetary changes to the\nagreement; and, 4) Authorize the City Manager and City Clerk to execute the agreement.
