Consideration of the Burbank-Glendale-Pasadena Regional Housing Trust Joint\nExercise of Powers Agreement and Appointment of a City Council Member to\nthe Board of Directors - Community Development Department\nRecommendation: Approve the Burbank-Glendale-Pasadena Regional Housing\nTrust Joint Exercise of Powers Agreement (JPA) and Appoint a City Council\nMember to serve on the Board of Directors for a two-year term.\nENVIRONMENTAL REVIEW: The recommended actions to approve the\nBurbank-Glendale-Pasadena Regional Housing Trust Joint Exercise of Powers\nAgreement (JPA) and appoint a Burbank-Glendale-Pasadena Regional Housing\nTrust (BGPRHT) Board member do not have the potential to cause a significant\neffect on the environment and has been determined to be categorically exempt\nfrom environmental review pursuant to the California Environmental Quality Act\n(CEQA), State CEQA Guidelines Section 15320 (changes in organization of\nlocal agencies). This exemption applies whenever local governmental agencies\nare organizing and this organization does not change the geographical area in\nwhich previously existing powers are exercised, and include as an example, the\ncreation of a subsidiary organization or consolidation of organizations having\nidentical powers.
