7. A Proposed Ordinance To Protect Open Space Under the City of Calabasas\nGeneral Plan\nRecommendation: Discuss and determine whether to place a measure on the\nNovember 3, 2026, ballot to provide voters the option of protecting land designated\nas open space (OS-RP) under the City of Calabasas General Plan from any further\ndevelopment. If approved, take the following actions:\n1. Conduct first reading, waiving reading of the full text, and introduce Ordinance\nNo. 2026-425 to be submitted to City’s voters entitled, "Consideration of a\nProposed Ordinance of the City of Calabasas to Protect Open Space by\nRequiring Two-Thirds Voter Approval to Develop On Lands Designated Open\nSpace – Resource Protection (OS-RP) Under the City of Calabasas General\nPlan, With Certain Exceptions,” reading by title only and waiving further reading;\nand\n2. Adopt Resolution No. 2026-2019 submitting the Ordinance to the voters at the\nNovember 3, 2026 election, requesting that the County Registrar-\nRecorder/County Clerk provide election administration services, and setting\npriorities for filing written arguments and rebuttals regarding the ballot measure\nand directing the preparation of an impartial analysis; and\n3. Authorize the City Manager to execute all the necessary documents on behalf of\nthe City.\nVERBAL REPORTS
