9.\nConsideration of a Conditional Use Permit for the Establishment of a Body Art\nBusiness in the C-1 General Commercial Zone, located in the Eastport Market\nShopping Center, located at 24370 Canyon Lake Drive, Suite/Unit 9\nRecommendation:\n(1) Find the proposed Zoning Ordinance amendment is exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA\nGuidelines, because it can be seen with certainty that there is no possibility that the\nactivity in question may have a significant effect on the environment; and (2) approve\nResolution No. 2025-54 (Conditional Use Permit 25-03), subject to the attached Findings\nand Conditions of Approval.\nBUSINESS ITEMS:
