Comments on Consent Calendar items will be heard prior to the City Council's\nconsideration of that calendar. 10.\nCity Council Reorganization and Selection of Mayor and Mayor Pro Tem\nRecommendation:\nRecognition of Mayor Terry and selection of Mayor and Mayor Pro Tem to serve for\n2026.

11.\nAppointment of Council Members to City Committees for 2026\nRecommendation:\nReview the list of current committees and authorize the Mayor to dissolve existing\ncommittees, establish new committees, and appoint Council Members to serve for\ncalendar year 2026; and adopt Resolution No. 2025-55 rescinding Resolution No. 2022-\n54 Re-Establishing City Council Committees.

12.\nAppointment of Council Members to Regional Agencies for 2026\nRecommendation:\nReview the current list of regional agency assignments and authorize the Mayor to\nappoint City Council delegates and alternates to serve for 2026.

2.\nApproval of City Council Meeting Minutes\nRecommendation:\nApprove the minutes of the November 12 and December 1, 2025, City Council meetings.

3.\nAdopt a Resolution Acknowledging Receipt of a Report made by the Fire Chief of the\nCanyon Lake Fire Department Regarding Compliance with the Annual Inspection of\nCertain Occupancies Pursuant to Section 13146.2 and 13146.3 of the California Health\nand Safety Code\nRecommendation:\nAdopt Resolution No. 2025-52 acknowledging receipt of a report made by the Fire Chief\nof the Canyon Lake Fire Department regarding compliance with the annual inspection of\ncertain occupancies pursuant to Section 13146.2 and 13146.3 of the California Health\nand Safety Code.

4.\nSecond Reading and Adoption of Ordinance No. 266 - An Ordinance of the City Council\nof the City of Canyon Lake, California, Amending Title 9 (Planning and Zoning), Chapter\n9.30 (Mixed Use Zones), Section 9.30.030 (Zones Established) of the Canyon Lake\nMunicipal Code\nRecommendation:\nConduct second reading and adopt Ordinance No. 266 - An Ordinance of the City Council\nof the City of Canyon Lake, California, Amending Title 9 (Planning and Zoning), Chapter\n9.30 (Mixed Use Zones), Section 9.30.030 (Zones Established) of the Canyon Lake\nMunicipal Code.

5.\nSecond Reading and Adoption of Ordinance No. 268 - An Ordinance of the City Council\nof the City of Canyon Lake, California Adopting by Reference the 2025 California\nBuilding Standards Code (Title 24, California Code of Regulations) with Local\nAmendments and Repealing Conflicting Ordinances\nRecommendation:\nConduct second reading and adopt Ordinance No. 268 - An Ordinance of the City Council\nof the City of Canyon Lake, California Adopting by Reference the 2025 California Building\nStandards Code (Title 24, California Code of Regulations) with Local Amendments and\nRepealing Conflicting Ordinances.

6.\nSecond Reading and Adoption of Ordinance No. 269 – An Ordinance of the City\nCouncil of the City of Canyon Lake, California, Amending Chapter 4.20 (Commercial\nCannabis Businesses) of the Canyon Lake Municipal Code to a Vacancy-Based Best\nValue Permitting Process\nRecommendation:\nConduct second reading and adopt Ordinance No. 269 - An Ordinance of the City\nCouncil of the City of Canyon Lake, California, Amending Chapter 4.20 (Commercial\nCannabis Businesses) of the Canyon Lake Municipal Code to a Vacancy-Based Best\nValue Permitting Process.

7.\nAcceptance of a Notice of Completion for the Canyon Lake Police Department\nConstruction Project\nRecommendation:\nThat the City Council: (1) accept the project as complete; and (2) authorize the City\nClerk to execute and record the Notice of Completion.

8.\nAdopt a Resolution Amending the City's Public Agency Retirement Services (PARS)\nPlan to Include the Canyon Lake Police Department\nRecommendation:\nAdopt Resolution No. 2025-53 Authorizing an Amendment to the City's Public Agency\nRetirement System (PARS) Defined Contribution Plan to include all full-time City Police\nemployees.

9.\nConsideration of a Conditional Use Permit for the Establishment of a Body Art\nBusiness in the C-1 General Commercial Zone, located in the Eastport Market\nShopping Center, located at 24370 Canyon Lake Drive, Suite/Unit 9\nRecommendation:\n(1) Find the proposed Zoning Ordinance amendment is exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA\nGuidelines, because it can be seen with certainty that there is no possibility that the\nactivity in question may have a significant effect on the environment; and (2) approve\nResolution No. 2025-54 (Conditional Use Permit 25-03), subject to the attached Findings\nand Conditions of Approval.\nBUSINESS ITEMS:
