Receive and File Payment of Claims and Demands for November 2022\nRecommendation: The City Council acting in its capacity for the City, the\nSuccessor Agency to the former Redevelopment Agency,\nthe Housing Successor Agency, the Cathedral City Public\nFinance Authority Board, and the Cathedral City Downtown\nFoundation Board receive and file payment of claims and\ndemands in the aggregate sum of $7,488,293.47 for the\nmonth of November 2022.

D. Approve an Amendment to the CCPMA Memorandum of Understanding\nRecommendation: To approve an Amendment to the Memorandum of\nUnderstanding between the City of Cathedral City and\nCathedral City Police Management Association (CCPMA).

E. Accept Resignation of Chip Yarborough from the Parks and Community\nEvents Commission\nRecommendation: To accept the resignation of Chip Yarborough from the\nParks and Community Events Commission effective\nimmediately and direct staff to proceed with filling the vacant\nseat.

G. Greater Palm Springs Balloon Festival Tourism Grant\nRecommendation: To accept a $17,500.00 Grant from the Greater Palm\nSprings Tourism Foundation and approve the expenditure of\nthe matching funds in the amount of $17,500.00 from the\nGeneral Fund (100) Special Events Budget used to build\nupon the successful Cathedral City Hot Air Balloon Festival\nand Food Truck Fiesta.

H. Agreement with the CCBC Vacation Club Timeshare Resort for Payment\nof In-Lieu Fees\nRecommendation: To approve an Agreement with the CCBC Vacation Club\nTimeshare Resort for payment of in-lieu fees, and authorize\nthe City Manager and City Clerk to execute the Agreement.

I. Contract Amendment No 2 to the Design Professional Services\nAgreement with Kimley-Horn and Associates Inc. for HSIP Cycle 9B\nDate Palm and Varner Road Safety Improvements Project\nRecommendation: To approve Amendment No. 2 to the Design Professional\nServices Agreement with Kimley-Horn and Associates Inc.\nfor the Federal Highway Safety Improvement Program\n(HSIP) Cycle 9B Date Palm and Varner Road Safety\nImprovements Project to increase the term of the Agreement\nfor an additional twelve (12) months; and authorize the City\nManager to execute Amendment No. 2.

J. Approval of Resolution to Summarily Vacate an Unimproved 20-foot-\nwide Public Alley, known as Lot “AC” of the Cathedral City Subdivision,\nlocated in the block between Cove Lane and Grove Street, east of\nCathedral Canyon Drive (Vacation No. 2022-02)\nRecommendation: To approve and adopt the Resolution summarily vacating all\nCity and public interests in an unimproved 20-foot-wide\nalley, described as Lot “AC” of Cathedral City, as shown on\nthe map filed in Book 13, on Pages 24 through 26, of Maps,\nRecords of Riverside County, located in the block between\nCove Lane and Grove Street, east of Cathedral Canyon\nDrive.

K. Escena Tracts 32557 and 32558: Approval of Termination, Release and\nAssumption (TRA) Agreements with Palm Springs Classic LLC (Lennar\nHomes) and EMP1, LLC, approval of new Subdivision Improvement\nAgreements for Completion of Improvements with EMP1, LLC, and\napproval of Amendment No. 9 to Subdivision Agreement for Tract 32558\nwith Palm Springs Classic LLC\nRecommendation: To approve the Subdivision Improvement Agreements with\nEMP1, LLC, for the completion of improvements in Tracts\n32557 and 32558; approve the Transfer, Release and\nAssumption Agreements (TRA) with EMP1, LLC and Palm\nSprings Classic, LLC for Tract 32557 and portions of Tract\nCathedral City Page 3\n32558; approve Amendment No. 9 to the original\nSubdivision Agreement for Tract 32558 with Palm Springs\nClassic LLC; and, authorize the execution of all the above\nagreements by the City Manager and City Clerk, on behalf of\nthe City.\n4. A. SUP 22-008 Run for Refugees\nRecommendation: To approve Special Use Permit 22-008 for the Northgate\nCommunity Church’s Run for Refugees 5K.

B. Chapter 5.98 Sidewalk Vendors and Chapter 5.48 Peddlers\nRecommendation: To introduce an ordinance adding Chapter 5.98 and\namending Chapter 5.48 of the City of Cathedral City\nMunicipal Code, provide first reading by title only and waive\nfurther reading.

C. Approve an Agreement with Woodard and Curran to Provide Phase 1\nCombined Sarah Street Area Assessment District Formation Outreach\nSupport\nRecommendation: To authorize the City Manager to execute a Professional\nServices Agreement with Woodard and Curran in the\namount of $17,035 to provide the City with Phase 1\nassessment district public outreach support for the\nCombined Sarah Street Area; and, approve a general fund\nbudget amendment in the same amount for the FY\n2022/2023 Engineering Professional and Technical Services\nBudget 100-156-8601.

D. Ambulance Billing Supplement Reimbursement Program\nRecommendation: Approve participation in the California DHCS PP-GEMT IGT\nProgram, replacing two existing programs (GEMT and QAF).

E. Greater Coachella Valley Chamber of Commerce Fiscal Service Provider\nAgreement for January-June 2023; and for the 2023/2024 Fiscal Year\nRecommendation: To authorize the City Manager to execute the attached\nGreater Coachella Valley Chamber of Commerce Service\nProvider Agreements covering the following periods: (1)\nJanuary-June 2023 for a total of $45,500, and (2) the full-\nyear service provider agreement for the 2023/2024 fiscal\nyear in the amount of $73,436 subject to: (a) Economic\nDevelopment Department confirming the Chamber materially\nfulfilled the January-June 2023 contract; and (b) Economic\nDevelopment Department’s professional services budget in\nCathedral City Page 4\nthe 2023/2024 budget cycle is increased by $43,436 to allow\na total annual payment to the Chamber of $73,436 ($53,936\nfor Chamber services plus $19,500 for the State of the City\naddress).

F. Update on Emergency Actions Related to COVID-19\nRecommendation: Update on Status of Emergency Proclamation. Possible\naction to continue or rescind Resolution 2020-06.\nUpdate on Emergency Actions taken by City, County, State\nof Federal Agencies.\nPossible consideration of additional measures to be taken.\nCouncil may add items not listed on the agenda pursuant to\nGovernment Code section 54954.2 by majority vote.

G. DISCUSSION ON FUTURE AGENDA ITEMS\nThis is an opportunity for members of the City Council to request that, and for\nthe City Council to discuss whether, one or more items should be added to\nthe agenda of a future regular or special City Council meeting.
