A. Waive Full Reading of Ordinances on Agenda

C. Ofelia Bringas Memorial Bridge Project (aka Cathedral Canyon Bridge\nover Whitewater River) Post-Construction Monitoring and Reporting\nRecommendation: To approve a Design Professional Services Agreement with\nTerra Nova Planning and Research, Inc. to assist the City\nwith the five-year post construction invasive species control,\nas required in the Streambed Alteration Agreement between\nthe City of Cathedral City and the California Department of\nFish and Wildlife (CDFW) for the Ofelia Bringas Memorial\nBridge Project, in the total amount not to exceed $36,510;\nand, authorize the City Manager to execute the Agreement.

D. Annual Approval of the City’s Investment Policy\nRecommendation: Staff recommends the City Council approve the updated\ninvestment policy.

E. State Homeland Security Program Grant #2022-0043\nRecommendation: To adopt a resolution accepting State Homeland Security\nProgram Grant #2022-0043, in the amount of $102,000\n4. ITEMS PULLED FROM CONSENT\n5. PUBLIC HEARINGS\n6. LEGISLATIVE ACTIONS

A. 5-Year Strategic Plan\nRecommendation: To accept and approve the 5-Year Strategic Plan which will\nprovide a longer term perspective for service delivery and\nbudgeting as well as operationally addressing current needs\nand priorities. Approval of the Strategic Plan will also add\nCathedral City Page 2\nstructure and provide context for future policy and budget\ndecisions.

B. Community Development Block Grant (CDBG) FY 2023-2024 Annual\nAction Plan (AAP) Introduction\nRecommendation: To introduce the City’s Community Development Block\nGrant (CDBG) FY 2023-24 Annual Action Plan (AAP) for the\nCity Council’s review, discussion, and direction.

C. National Opioid Settlement Update\nRecommendation: Council continue to opt-in to the National Opioid Settlement\nfor the six new claims.

D. California Public Employees Retirement System (CalPERS) Annual\nLump Sum Payment\nRecommendation: Authorize $2,898,000 for a lump sum payment to CalPERS\n7. DISCUSSION ON FUTURE AGENDA ITEMS\nThis is an opportunity for members of the City Council to request that, and for the\nCity Council to discuss whether, one or more items should be added to the agenda\nof a future regular or special City Council meeting. To comply with the Brown Act,\ndiscussion should be limited to whether to add the item(s), and direction given to the\nCity Manager regarding scheduling and prioritization of the item(s).\n8.
