Receive and File Payment of Claims and Demands for September 2023\nRecommendation: The City Council acting in its capacity for the City, the\nSuccessor Agency to the former Redevelopment Agency,\nthe Housing Successor Agency and the Cathedral City\nPublic Finance Authority receive and file payment of claims\nand demands in the aggregate sum of $5,975,133.25 for the\nmonth of September 2023.

Award Construction Contract to Chrisp Company for ATP Cycle 5 East\nPalm Canyon Bike Lanes Project\nRecommendation: Award a construction contract to Chrisp Company, in the\namount of $237,840 for the Active Transportation Program\n(ATP) Cycle 5 - East Palm Canyon Drive Bike Lanes Project\nCathedral City Page 2\n(C08504); and, approve a ten percent (10%) contingency in\nthe amount of $23,784 for unforeseeable construction costs;\nthereby bringing the total construction budget for this Project\nto $261,624; authorize the City Manager to execute the\ncontract documents; and, authorize the City Engineer to\nrequest bonds and insurance for the Project and issue the\nNotice to Proceed.

A. AB 1600 Fee Justification Nexus Study\nRecommendation: Adopt Resolution 2023-XX approving the AB 1600 Fee\nJustification Nexus Study City of Cathedral City Final-\nSeptember 2023; and update the City's AB 1600\ndevelopment impact fee schedule to reflect the adopted\nrecommendations. Full implementation of the adopted fees\nwill be effective January 1, 2024.

A. Salvation Army/Veterans Village Home Depot Event\nRecommendation: To approve the SUP for the Home Depot 365 Foundation\nbeautification event on Oct. 24, 2023, at Salvation Army and\nVeterans Village.

B. Approval of Public Arts Funding for SCRAP Gallery\nRecommendation: Staff recommends the City Council approve the Public Arts\nCommission recommendation to fund the S.C.R.A.P Gallery\nDia de los Muertos event at the Desert Lawn Cemetery in\nthe amount of $750. This is the Public Arts Commission's\nfirst public arts education expenditure for FY 2023/24.

Authorization to purchase one Rosenbauer Commander Pumper and\none Rosenbauer Commander 109-foot Viper Aerial Quint\nRecommendation: To authorize staff to purchase two pieces of equipment.\nThe fire department requests authorization to purchase one\nRosenbauer fire truck and one Rosenbauer fire engine to\ninclude equipment. Additionally, both units will come\nequipped with PSAC-compatible radios to be installed\nlocally.

Award Construction Contract to Urban Habitat for the Construction of\nDream Homes Park Perimeter Wall, City Project No. 7021, Bid No. 23-10E\nRecommendation: Award a construction contract to Urban Habitat, in the\namount of $795,750.73 for the construction of Dream Homes\nPark Perimeter Wall Project (C07021); and, approve a\nfifteen percent (15%) contingency in the amount of\nCathedral City Page 3\n$119,362.61 for any unforeseeable construction costs,\nthereby, bringing the total construction budget for this\nProject to $915,113.34; authorize the City Manager to\nexecute the required contract documents; and, authorize the\nCity Engineer to request bonds and insurance for the Project\nand issue the Notice to Proceed.

Approve a Policy for City Baseball/Softball Fields Reservation\nApplications and the Respective Fees Policy Manual for\nBaseball/Softball Field Reservations\nRecommendation: To approve the Baseball/Softball Field Reservation\nApplication Form and respective Fees and Policy Manual to\nimplement the reservation process for the use of the City's\nbaseball/softball fields and concession stands; and, to adopt\na Resolution approving the fee structure for the reservation\nof the City's baseball/softball fields and concession stands.
