Notice of Completion for Via De Anza Street Improvements Project -\nPhase II, CIP No. 8835\nRecommendation: To accept and approve the Via De Anza Street\nImprovements Project - Phase II, CIP No. 8835 as\ncompleted; authorize the City Manager to execute and file a\nNotice of Completion with the Riverside County Recorder's\noffice; and, authorize the release of retention funds to\nJacobsson Engineering Construction, Inc. upon expiration of\nthe Notice of Completion.

Purchase of five Chevrolet Tahoe PPV for Patrol Operations\nRecommendation: To authorize staff to purchase five 2024 Chevrolet Tahoe\nPPV’s from Quality Chevrolet of Escondido for $279,185.15,\nincluding estimated sales tax. Also to include the upfitting of\nemergency lighting from Dana Safety Supply for $90,426.56,\nincluding estimated sales tax, for a total cost of $369,611.71.

A. Award Construction Contract to Urban Habitat for the Construction of\nDream Homes Park City Project No. 7021, Bid No. 23-55E\nRecommendation: To award a construction contract to Urban Habitat, in the\namount of $6,899,029.97 for the construction of Dream\nHomes Park Project (C07021) ;and, a budget amendment in\nthe amount of $2,481,211.00 from the General Fund account\nnumber 100-100-150-156-8800-8802 to complete the\nProject; and, approve the CV Link Connector and concrete\npathway in the amount of $534,404.51; and, approve\nfunding from the Environmental Conservation Fund (246-\n900-910-911-8800-8802) in the amount of $108,000 for\nqualifying park amenities; and, approve Amendment No.1 to\nTask Order - Dream Homes Park Grant and Project Support\nServices with MVR Consulting rolling over the remaining\npreviously approved Task Order balance of $71,350.00; and,\nauthorize the City Manager to execute the required contract\nCathedral City Page 3\ndocuments; and authorize the City Engineer to request\nbonds and insurance for the Project and issue the Notice to\nProceed and approve Amendment No. 1 for MVR Consulting\nTask Order.

B. Award Contracts for HSIP Cycle 10: Pedestrian Crossing on Ramon\nRoad and Candlewood Drive\nRecommendation: For the City Council to:\n· Award a construction contract to Elecnor Belco\nElectric, Inc., in the amount of $1,071,888 for the Highway\nSafety Improvement Program (HSIP) Cycle 10 - Pedestrian\nCrossing at Ramon Road near Candlewood Drive Project\n(C08753); and,\n· Award a professional services agreement to TKE\nEngineering Inc., in the amount of $51,393 for professional\nconstruction engineering support services for this Project;\nand,\n· Approve a twenty percent (20%) contingency in the\namount of $216,819 for unforeseeable construction costs;\nthereby bringing the total construction budget for this Project\nto $1,340,100; and,\n· Authorize a budget amendment in the amount of\n$250,000 from Measure A Funds (account 243-100-150-\n156-8800-8802); and,\n· Authorize the City Manager to execute the contract\ndocuments; and,\n· Authorize the City Engineer to request bonds and\ninsurance for the Project and issue the Notice to Proceed.

C. Award Contracts for ATP Cycle 5: Cathedral Canyon Drive Sidewalk and\nMultiuse Trail and Date Palm Drive Expansion\nRecommendation: City Staff recommends the City Council:\n· Award a construction contract to Riverside\nConstruction Company, Inc., in the amount of $3,884,603 for\nthe Active Transportation Program (ATP) Cycle 5 for\nCathedral Canyon Drive Sidewalks and Multiuse Trail\nProject (C08505), and Date Palm Drive Expansion Project\n(C08508); and,\n· Award a professional services agreement to Falcon\nEngineering Services, Inc., in the amount of $149,198.28 for\nprofessional construction engineering support services for\nthe for the Active Transportation Program (ATP) Cycle 5 for\nCathedral Canyon Drive Sidewalks and Multiuse Trail\nProject (C08505), and Date Palm Drive Expansion Project\n(C08508); and,\n· Approve a fifteen percent (15%) contingency in the\namount of $605,070.72 for unforeseeable construction costs;\nthereby bringing the total construction budget for this Project\nto $4,638,872; and,\nCathedral City Page 4\n· Authorize a budget amendment in the amount of\n$179,496 from Measure A Funds (account 243-100-150-\n156-8800-8802) to the ATP Cycle 5 Project C08508; and,\n· Authorize the City Manager to execute the contract\nand agreement documents; and,\n· Authorize the City Engineer to request bonds and\ninsurance for the Project and issue the Notice to Proceed.

Agency Reimbursement Agreement between Coachella Valley\nAssociation of Governments and the City of Cathedral City for Design\nand Engineering Services of Varner Road between Palm Drive and Date\nPalm Drive – Western Coachella Valley Flooding and Blowsand Project –\nPhase One.\nRecommendation: For the City Council to authorize the Mayor and the City\nManager to execute the Agency Reimbursement Agreement\nby and between the Coachella Valley Association of\nGovernments (CVAG) and the City of Cathedral City for the\nengineering design of Varner Road between Palm Drive and\nDate Palm Drive in the amount not to exceed $592,231.57;\nand reallocate funding for this project to the Capital\nImprovement Project (CIP) Fund (331).
