H. Riverside County Animal Control Contract Extension\nRecommendation: Staff recommends authorization of the agreement for the\nremainder of the current fiscal year for a part-time contract\nCathedral City Page 2\nfor Field and Shelter Animal Services with Riverside County\nDepartment of Animal Services.

I. Award of Grant from Firehouse Subs to Cathedral City Fire Dept.\nRecommendation: To approve a grant from The Firehouse Subs Public Safety\nFoundation in the amount of $21,124.62 for the purchase of\nthermal imaging cameras, batteries, and accessories.

J. Award of FM Global Grant to Cathedral City Fire Dept.\nRecommendation: To approve a grant from FM Global in the amount of\n$3297.00 for the purchase of three Apple iPads to be used\nby fire department personnel.

K. Authorization of Cooperative Purchase for the Dream Homes Park\nRestroom/Storage Facility\nRecommendation: To authorize the City Manager to execute purchase orders\nand any other required documents for the purchase and\ninstallation of the Dream Homes Park restroom/storage\nfacility with Romtec, Inc. in the not to exceed amount of\n$440,061.52.

Approve the Designation of Applicant’s Agent Resolution for Non-State\nAgencies authorizing the City Manager, Financial Services Director, and\nDirector of Public Works to execute and provide all forms, agreements,\nand other assurances as required for federal financial assistance under\nPublic Law 93-288 as amended by the Robert T. Stafford Disaster Relief\nand Emergency Assistance Act of 1988.\nRecommendation: To approve the Designation of Applicant’s Agent Resolution\nfor Non-State Agencies authorizing the City Manager,\nFinancial Services Director and Director of Public Works to\nexecute and provide all forms, agreements, and other\nassurances as required for federal financial assistance\nunder Public Law 93-288 as amended by the Robert T.\nStafford Disaster Relief and Emergency Assistance Act of\n1988.

Substantial Amendment to the City's CDBG FYs 2019, 2020, 2021, 2022\nAnnual Action Plans\nCathedral City Page 3\nRecommendation: To approve a Substantial Amendment to the City’s\nCommunity Development Block Grant (CDBG) Fiscal Year\n(FY) 2019, FY 2020, FY 2021, and FY 2022 Annual Action\nPlans to reprogram unspent CDBG funds to the FY 2023-\n2024 CDBG Annual Action Plan for the Public Improvement\nProject - Via De Anza Sidewalk Project Phase III.

A. ASSEMBLY BILL (AB) 1600 FISCAL YEAR 2022/2023 DEVELOPMENT\nIMPACT FEE REPORT\nRecommendation: Staff recommends that the City Council approve a resolution\naccepting the Annual AB 1600 Development Fee Report for\nthe Fiscal Year 2022/2023.

B. Professional Services Contract for Development Services\nRecommendation: Approve a professional services agreement with Willdan\nEngineering for building services and Terra Nova Planning\nand Research, Inc. for planning and environmental services\nand authorize the City Manager to execute the agreement\nwith Terra Nova Planning and Research and ratify the\nagreement with Wildan Engineering.

C. Ordinance of the City Council of the City of Cathedral City Expediting\nPermitting Process for Electric Vehicle Charging Stations\nRecommendation: It is recommended that City Council:\n1. Introduce and waive further reading of Ordinance\nNo. ______, an Ordinance of the City Council of the City of\nCathedral City adding Chapter 8.64 to Title 8 of the City of\nCathedral City Municipal Code to Create an Expedited\nPermitting Process for Electric Vehicle Charging Station\nSystems;\n2. Find that adoption of Ordinance No. __ is exempt\nfrom CEQA pursuant to Section 15061(b)(3) of the CEQA\nGuidelines; and\n3. Adopt the Checklist for Permitting Electric Vehicles\nand Electric Vehicle Service Equipment (EVSE).

D. Update on Emergency Actions Related to Tropical Storm Hilary\nRecommendation: Update on Status of Emergency Proclamation, Resolution\n2023-33.\nUpdate on Emergency Actions taken by City, County, State\nof Federal Agencies.\nPossible consideration of additional measures to be taken.\nCouncil may add items not listed on the agenda pursuant to\nGovernment Code section 54954.2 by majority vote.
