Receive and File Payment of Claims and Demands for January 2024\nRecommendation: The City Council acting in its capacity for the City, the\nSuccessor Agency to the former Redevelopment Agency,\nthe Housing Successor Agency, the Cathedral City Public\nFinance Authority Board, and the Cathedral City Downtown\nFoundation Board receive and file payment of claims and\ndemands in the aggregate sum of\n$13,830,042.00 for the month of January 2024.

D. Ratify the nomination of Peter Bedard by Councilmember Rita Lamb to\nserve on the Historic Preservation Committee and appoint him to fill an\nunexpired term continuing through June 30, 2026.\nRecommendation: To ratify the nomination of Peter Bedard by Councilmember\nRita Lamb to serve on the Historic Preservation Committee\nand appoint him to fill an unexpired term continuing through\nJune 30, 2026.

E. Adopt Resolution approving City-wide Salary Schedules\nRecommendation: Adopt a Resolution of the City Council of the City of\nCathedral City, Approving a Citywide Publicly Available Pay\nSchedule in Accordance with California Code of\nRegulations, title 2, Section 570.5.

F. Amendment to the Cathedral City Fire Management Association\n(CCFMA) Agreement\nRecommendation: Recommend that the City Manager enter into a side letter\nagreement with the Cathedral City Fire Management\nAssociation.\nCathedral City Page 2

A. Appeal of Variance 23-004 and Conditional Use Permit 23-003\nRecommendation: 1. Conduct a public hearing on Variance 23-004 and\nConditional Use Permit 23-003 to consider an appeal of the\nPlanning’s Commission’s decision on December 6, 2023,\nparticularly denial of Variance 23-004 to delete the parking\nlot shading requirement for a proposed 1,953 square-foot\ncannabis dispensary located at 67455 East Palm Canyon\nDrive within the PCC (Planned Community Commercial)\nZoning District and;\n2. Overturn Planning Commission’s decision and\napprove Variance 23-004;\n3. Remove Condition of Approval No. 3.49 of\nConditional Use Permit 23-003 requiring 50% of the parking\nlot to be shaded; and\n4. Determine this project is categorically exempt from\nCEQA under Section No. 15303 (Class No. 3, New\nConstruction or Conversion of Small Structures) of the State\nCEQA Guidelines

A. Northgate Community Church 2024 Run for Refugees 5K SUP\nRecommendation: To approve Special Use Permit for the 2024 Northgate\nCommunity Church Run for Refugees 5K.

B. 2024 Color the Spectrum Art Festival SUP\nRecommendation: To approve Special Use Permit for the Autism Society Inland\nEmpire's 2024 Color the Spectrum Art Festival in the\nCathedral City Community Amphitheater.

C. Strategic Plan Update and Adopton\nRecommendation: Staff recommends that the City Council review and approve\nupdates made to the Five-Year Strategic Plan made at the\nJanuary 27, 2024 Goal Setting Session.
