Receive and File Payment of Claims and Demands for March 2024\nRecommendation: The City Council acting in its capacity for the City, the\nSuccessor Agency to the former Redevelopment Agency,\nthe Housing Successor Agency and the Cathedral City\nPublic Finance Authority Board receive and file payment of\nclaims and demands in the aggregate sum of $5,429,098.44\nfor the month of March 2024.

D. Tract No. 37124: in Rio Vista Village: Approval of Termination, Release\nand Assumption (TRA) Agreement with NCP Verano, LLC and Avante\n58, LLC; and Approval of New Subdivision Improvement Agreement for\nCompletion of Improvements in Tract 37124 with Avante 58, LLC.\nRecommendation: To approve a transfer, release and assumption agreement\n(TRA) with NCP Verano, LLC and Avante 58, LLC, for Tract\n37124; and, approve a subdivision improvement agreement\nwith Avante 58, LLC, for the completion of improvements in\nTract 37124; and, authorize the execution of all the above\nagreements by the City Manager and the City Clerk on\nbehalf of the city.

Ratify the Nomination of Mitchell King by Councilmember Raymond\nGregory to fill the Unexpired Vacant Seat on the Architectural Review\nCommittee Continuing through June 30, 2026\nRecommendation: To ratify the nomination of Mitchell King by Councilmember\nRaymond Gregory to fill an unexpired term on the\nArchitectural Review Committee and appoint him to serve for\na term continuing through June 30, 2026.

F. Annual Approval of the City’s Investment Policy\nRecommendation: Staff recommends City Council approve the updated\nCathedral City Page 2\ninvestment policy.

G. Approve the Amended and Restated Joint Powers Authority Agreement\nwith Visit Greater Palm Sprin\nRecommendation: To approve the amended and restated Joint Powers\nAuthority agreement with Visit Greater Palm Springs.

H. Notice of Completion for the Tropical Storm Hilary Soil Removal Project\n(M00020)\nRecommendation: To accept and approve the Tropical Storm Hilary Soil\nRemoval Project (M00020) as completed; and, authorize the\nCity Manager to execute and file a notice of completion with\nthe Riverside County Recorder’s Office; and, authorize the\nrelease of retention funds to Stice Company Inc. upon\nexpiration of the notice of completion.

I. CFD 2006-1, IA #20 Authorizing the Levy of a Special Tax (2nd Reading)\nRecommendation: Conduct Second Reading and adopt the Ordinance\nauthorizing the levy of a special tax within Improvement Area\nNo. 20 of the City of Cathedral City Community Facilities\nDistrict No. 2006-1 (Law Enforcement, Fire, Paramedic. Park\nand General Maintenance Services).

J. Resolution of Intention to Establish Improvement Area (IA) No. 21 - CFD\nNO. 2006-01\nRecommendation: Adopt a Resolution of Intention (ROI)

A. Award a Construction Contract to Hardy & Harper, Inc. for the Panorama\nNeighborhood Reconstruction Projects\nRecommendation: To award a construction contract to Hardy & Harper, Inc. in\nthe amount of $636,000.00 to provide pavement\nreconstruction on the Panorama Neighborhood streets of\nHorizon Road (C08676), Los Gatos Road (C08677),\nPanorama Road (C08678), East-West Alley (C08679), and\nNorth-South Alley (C08680); and, approve a fifteen percent\n(15%) contingency in the amount of $95,400.00 for\nunforeseeable construction costs, making the total\nencumbrance $731,400.00; and, authorize the City Manager\nto execute the required contract documents; and, authorize\nthe City Engineer to request bonds and insurance for the\nproject, and issue the notice to proceed.

B. MiChavela Fest September 2024\nCathedral City Page 3\nRecommendation: To approve a Special Use Permit for the 2024 MiChavela\nFestival to be held on Saturday, Sept. 14, 2024, in the\nCathedral City Community Amphitheater.

C. Approve Library Lease Agreement Between the City of Cathedral City\nand County of Riverside\nRecommendation: To approve Library Lease Agreement between the City of\nCathedral City and County of Riverside.
