B. Approval of the April 24, 2024 Study Session and Regular City Council\nMinutes\nRecommendation: Approve Study Session and Regular City Council Minutes\nof April 24, 2024.

C. Establish the Annual Special Tax for Fiscal Year (FY) 2024/2025 (Rio\nVista Village)\nRecommendation: To adopt a Resolution of the Cathedral City Community\nFacilities District (CFD) No. 2000-1 (Rio Vista Village)\nestablishing the annual special tax for FY 2024/2025

D. Eighth (8th) Amendment to the City Manager Contract\nRecommendation: To approve the eighth amendment to the City Manager\ncontract resulting in an annual base salary of $280,000\neffective the first full pay period after July 1, 2024.

A. Approve the CDBG FY 2024-2025 Annual Action Plan\nRecommendation: To approve the FY 2024-2025 Community Development\nBlock Grant (CDBG) Annual Action Plan for submittal to the\nU.S. Department of Housing and Urban Development\n(HUD); and, authorize the City Manager or designee to\nexecute the required certifications; and, execute all funding\nagreements and documents consistent with the FY 2024-\n2025 Annual Action Plan.

B. Rio Vista Village/Verano Specific Plan Amendment 97-55D\nTentative Tract Map Nos. 38709, 38710, 38711, 38712, and 38713\nRecommendation: 1. Find that no further environmental review is required\nunder the California Environmental Quality Act (CEQA)\npursuant to State CEQA Guidelines section 15162\n(Subsequent EIRs and Negative Declarations) and that the\nproject is exempt from CEQA pursuant to State CEQA\nGuidelines section 15183 (Projects consistent with a\nCommunity Plan, General Plan or Zoning) based on the\nfindings and conclusions contained in the staff report and\nthe CEQA Consistency Analysis; and\n2. Introduce, provide first reading, by title only, and waive\nfurther reading of an ordinance adopting Specific Plan\nAmendment 97-55D to the Rio Vista Village/Verano\nSpecific Plan, based on the findings and conclusions\ncontained in the staff report; and\n3. Approve Tentative Tract Map Nos. 38709, 38710,\n38711, 38712, and 38713 and Density Transfer, based on\nthe findings and conclusions contained in the staff report\nand subject to the attached conditions of approval.

A. Autism Society Inland Empire’s Autism Walk & Festival SUP\nRecommendation: To approve Special Use Permit and allow the Autism\nSociety Inland Empire’s Fall Autism Acceptance Walk to\nutilize the Community Amphitheater on Saturday, Oct. 26,\n2024.

B. Award Subrecipient Agreement to Fair Housing Council of Riverside\nCounty\nRecommendation: To award a subrecipient agreement to the Fair Housing\nCouncil of Riverside County, in the amount of $20,000 to\nprovide fair housing services for Cathedral City’s CDBG\nProgram; and, authorize a budget allocation in the amount\nof $20,000 from CDBG Funds; and, authorize the City\nManager to execute the required contract documents; and,\nauthorize the City Engineer to request insurance policies.

C. Annual Renewal of the Lighting and Landscaping District Budget for\nFiscal Year 2024/2025\nRecommendation: To adopt three Resolutions to renew the annual\nassessments with Street Lighting and Landscape\nMaintenance District No. 1 (Zones 1 through 54, non-\nsequential)

D. Cooling Center - Cathedral City Library\nRecommendation: To review the establishment of a Cooling Center at the\nCathedral City Library in partnership with both the\nRiverside County Community Action Partnership (CAP) and\nRiverside County Library System - Cathedral City Library.
