Ribbon Cutting Event for the Ocotillo Bench Project and Sponsorship of\nthe S.C.R.A.P Gallery Dia de los Muertos Event\nRecommendation: To approve the Public Arts Commission's recommendations\nfor funding for a ribbon cutting event to unveil the painted\nbenches completed through the Ocotillo Bench project and\nprovide a sponsorship to the S.C.R.A.P Gallery for the Dia\nde Los Muertos event both from the commission’s general\nfund budget.

Award Agreement for Design Professional Services to Kimley-Horn and\nAssociates, Inc. for the Highway Safety Improvement Program (HSIP),\nCycle 11A, 18 Unsignalized Intersection Upgrades Project.\nRecommendation: To award a Professional Services Agreement to Kimley-\nHorn and Associates, Inc. in the amount of $207,997.75 to\nprepare the plans, specifications, right of way and\nenvironmental documents for the Highway Safety\nImprovement Program (HSIP), Cycle 11A (CIP C08754);\nand approve a 10% contingency in the amount of\n$20,799.77 for unforeseen design related expenses, thereby\nbringing the total design cost to $228,797.52; and authorize\nthe City Manager to execute the contract.

Award Agreements for Design Professional Services to STC Traffic, Inc.\nfor the HSIP Cycle 11B, Signalized Pedestrian Crossings Upgrades\nProject (C08755) and HSIP Cycle 11D, 30th Avenue and San Eljay Avenue\nPedestrian Crossing Upgrades Project (C08757)\nRecommendation: • To award Professional Services Agreements to STC\nTraffic, Inc. to prepare the plans, specifications, right\nof way and environmental documents for the:\no HSIP Cycle 11B, Signalized Pedestrian\nCrossings Upgrades Project (C08755), in the\namount of $104,377.61; and approve a ten\npercent (10%) contingency for unforeseen\ndesign related contingencies in the amount of\n$10,437.39; thereby bringing the total design\nencumbrance for this Project to $114,815.00;\nand,\no HSIP Cycle 11D, 30th Avenue and San Eljay\nAvenue Pedestrian Crossing Upgrades Project\n(C08757), in the amount of $47,499.36; and\napprove a ten percent (10%) contingency for\nunforeseen design related contingencies in the\namount of $4,749.64; thereby bringing the total\ndesign encumbrance for this Project to\n$52,249.00; and,\n• Authorize the City Manager to execute the contract.

D. Local Hazard Mitigation Plan and Emergency Operations Plan\nRecommendation: To approve the contract award to Jacob Greene and\nAssociates to create and update the city’s local hazard\nmitigation plan (LHMP) and emergency operations plan\n(EOP).

E. FY 2023/2024 Preliminary Financial Results\nRecommendation: City Council approve a fiscal year (FY) 2024/2025 General\nFund budget adjustment in the amount of $395,968.88 from\nthe previously obligated/unspent FY 2023/2024 expenditure\nbudget.
