C. Preliminary Contract Award for Cathedral City International Hot Air\nBalloon Festival\nRecommendation: To approve SoundSkilz as the selected vendor for the\nCathedral City International Hot Air Balloon Festival based on the evaluation\npanel's scoring and recommendation.
