H.\nMemorandum of Understanding between the City of Cathedral City and\nCoachella Valley Water District for the Clean State Revolving Fund Septic\nto Sewer Planning Project\nRecommendation: To approve a Memorandum of Understanding (MOU)\nbetween the City of Cathedral City and the Coachella Valley Water District\n(CVWD) for the Clean Water State Revolving Fund (CWSRF) Septic-to-Sewer\nPlanning Project; and authorize the City Manager to execute the MOU and any\nnon-substantive amendments consistent with the intent of the agreement.

I.\nAuthorize One-Year Extensions for Public Works Maintenance and\nEnvironmental Conservation Service Agreements\nRecommendation:\nTo approve a one (1) year extension to the current service agreements for\nPublic Works Maintenance and Environmental Conservation Services; and\nauthorize the City Manager to execute all amendment documents for the\nfollowing:\n1. Yunex LLC for traffic signal maintenance and emergency on-call\nservices.\n2. Graffiti Protective Coating, Inc. for graffiti abatement services and on-\ncall emergency services.\n3. Desert Ants Engineering, Inc. for concrete installation, repair and\nmaintenance services as-needed contract.

A.\nForest Lawn - Cathedral City Specific Plan Project - A proposal of Forest\nLawn Memorial Park Association to establish the Forest Lawn -\nCathedral City Specific Plan on 10 acres located on the southwest corner\nof Ramon Road and Da Vall Drive, including a General Plan Amendment\nand Change of Zone.\nRecommendation: Adopt a Resolution adopting the Mitigated Negative\nDeclaration and Mitigation Monitoring and Reporting Plan prepared pursuant\nto the California Environmental Quality Act for the Forest Lawn Cathedral City\nProject, adopt a Resolution approving General Plan Amendment 25-0001, and\nintroduce ordinances adopting Change of Zone 25-0001 and Specific Plan 25-\n0001.

B.\nApprove the FY 2026-27 Community Development Block Grant Annual\nAction Plan\nRecommendation: To approve the FY 2026-2027 Community Development\nBlock Grant (CDBG) Annual Action Plan (AAP) for submittal to the U.S.\nDepartment of Housing and Urban Development (HUD); and authorize the City\nManager, or designee, to execute all required certifications; funding\nagreements, and related documents consistent with the FY 2026-2027 AAP.

C.\nOrdinance to Amend Cathedral City Municipal Code Chapter 8.24,\nFloodplain Management, Including Sections 8.24.10, 8.24.020, and\n8.24.070\nRecommendation: Introduce and provide first reading, by title only, and waive\nfurther reading of an ordinance amending Cathedral City Municipal Code\nChapter 8.24, Floodplain Management, including Section 8.24.010 Statutory\nAuthorization, Findings of Fact, Purpose and Methods, Section 8.24.020\nDefinitions, and Section 8.24.070 Storm Water Storage Facilities.

A.\nAnnual Renewal of the Lighting and Landscaping District Budget for\nFiscal Year 2026/2027\nRecommendation: City Council adopt three Resolutions to renew the annual\nassessments with Street Lighting and Landscape Maintenance District No. 1\n(Zones 1 through 54, non-sequential).

B.\nFirst Reading of an Ordinance to Add Chapter 11.21 to Title 11 of the\nCathedral City Municipal Code to Prohibit and Regulate Fireworks within\nthe City\nRecommendation: It is recommended that the City Council:\n1. Introduce and waive further reading of Ordinance No. ___, an Ordinance of\nthe City Council of the City of Cathedral City, California, adding Chapter 11.21\nto Title 11 of the Cathedral City Municipal Code to prohibit and regulate\nfireworks within the City; and\n2. Find that adoption of Ordinance No. __ is not a “project” under the California\nEnvironmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section\n15060(c)(3) and, alternatively, is exempt from CEQA pursuant to the common\nsense exemption set forth in CEQA Guidelines section 15061(b)(3).
