Find that the cooperative purchasing (piggybacking) exception to competitive bidding\nprocedures under Chino Hills Municipal Code (CHMC) Section 3.16.110.G applies to allow\nfor Omnia Partners contract #EV2370 to be used for the purchase of specified lighting\ncomponents for English Springs Park, as well as for the purchase of the same specified\nlighting components for other subsequent parks within the same project from now through\nJanuary 31, 2025, for a total amount not to exceed $432,000.00, because Graybar Electric\nCompany, Inc. (“Graybar”) has an existing contract through Omnia Partners (formerly U.S.\nCommunities), contract #EV2370, and the procurement process utilized by Omnia\nPartners is substantially similar to the provisions of CHMC Chapter 3.16 - Purchasing\nSystem, except that the Omnia Partners contract was not obtained within the last 60\nmonths, and waive the 60-month requirement for such cooperative bidding purchases\npursuant to CHMC Section 3.16.110.G.; waive the requirement under CHMC Section\n3.16.110.G, that Cooperative Purchasing contracts must have been obtained within the last\n60 months, from now until the granted extension period through January 31, 2025, to allow\nthe City Manager to use the Omnia Partners contract #EV2370 under the cooperative\nbidding exception to the competitive bidding requirement, to contract for lighting products\noffered by Graybar for other light pole and LED upgrade projects within his signing authority,\nat other City facilities; authorize the issuance of a purchase order to Graybar utilizing\ncooperative contract #EV2370 in the amount of $98,939.50 for the purchase of specified\nlighting components for English Springs Park; authorize the City Manager to approve future\npurchase orders from Graybar utilizing Omnia Partners contract #EV2370, to complete light\npole replacements and LED upgrades at other parks within the City with the same lighting\nproduct as specified for English Springs Park, for purchase orders that exceed his signing\nauthority of $50,000, up to $125,000 individually, for a cumulative amount not to exceed\n$333,060.50; and find that the purchases as well as the full light pole replacement and LED\nupgrade at English Springs Park is categorically exempt from review under the California\nEnvironmental Quality Act as an existing facility
