Adopt resolution making five-year findings for unexpended development fees in accordance\nwith California Government Code Section 66001, Subsection (d); reviewing and accepting\nAnnual Development Impact Fee Financial Report for Fiscal Year 2022-23; finding that\nactions proposed in resolution are not projects under California Environmental Quality Act;\nand adopt schedule confirming Parkland (Quimby in-lieu) Fee is committed to rehabilitating\nexisting park facilities at Torrey Pines Park

Award bid and agreement to ServPro - Team Brogdon in amount of $320,850; authorize City\nManager to approve cumulative change orders up to ten percent ($32,085) of awarded\ncontract amount; and determine project is exempt from review under the California\nEnvironmental Quality Act for McCoy Equestrian Center Barn Exterior Rehabilitation Project\nat 14280 Peyton Drive

8. Authorize City Manager to negotiate and execute grant agreement and related documents\nwith County of San Bernardino related to City's funding request to Fourth District Supervisor\nCurt Hagman for $1,000,000 in County ARPA funds for English Road Recycled Water Lines\nProject consisting of approximately 9,000 linear feet of recycled water pipelines at English\nSprings Park, Ayala High School and Lytle and Country Springs Elementary School and\nfinding the project exempt from review under the California Envirnmental Quality Act

Joint item with Planning Commission - Provide direction regarding leasing for and permitting\nmajor and minor Wireless Facilities in City Open Space and consider initiation of\namendment regarding applicability of Ridgeline Protection ordinance to siting of wireless\nfacilities\nITEM INITIATED BY COUNCIL
