10. Authorize execution of Amendment No. 1 to Agreement No. A2024-085 with\nEngineering Resources of Southern California, Inc. (ERSC), increasing total not-to-exceed\namount to $325,055 for 52-lot Serenity Grove Residential Project located on Canyon Hills\nRoad, north of Hillcrest Development

Authorize execution of agreement with City of Chino for Out-of-Boundary Sewer Service for\nprovision of sewer services to property located at 14800 Ramona Avenue (APN 1025-452-\n06); and adopt resolution authorizing application to Local Agency Formation Commission\n(LAFCO) for San Bernardino County to determine agreement for Out-of-Boundary Sewer\nService with City of Chino for provision of sewer services to property located at 14800\nRamona Avenue is exempt pursuant to Government Code Section 56133

12. Appropriate $241,600 from various funds for First Quarter Budget Review

13. Authorize auction of obsolete City surplus vehicles and equipment with estimated value of\n$118,725

14. Adopt resolution approving specifications/scope of work for Grand Avenue Park Lighting\nProject pursuant to Government Code Section 830.6; authorize staff to advertise and solicit\nbids of project; and determine project to be exempt from review under California\nEnvironmental Quality Act

15. Authorize execution of Amendment No. 1 to Agreement No. A2023-126 with Onward\nEngineering increasing total not-to-exceed amount to $75,491.15, for additional design\nservices, to modify curb access ramp at corner of Sierra Vista Drive and Del Norte Avenue\nand driveway west end of Sierra Vista Drive as part of Sierra Vista Drive (West) & Del Norte\nAvenue (North) Project

16. Authorize execution of Amendment No. 1 to Agreement No. A2024-052 Cooperative and\nReimbursement Agreement with City of Chino to reimburse City of Chino Hills in amount of\n$13,576; and upon execution of Amendment No. 1 to Agreement No. A2024-052 by City of\nChino, authorize execution of Amendment No. 2 to Agreement No. A2023-041 with BKF\nEngineers increasing total not-to-exceed amount to $100,689 for additional design services\nfor Chino Hills Parkway Pavement Rehabilitation Project

17. Appropriate $190,000 from Landscape and Lighting (L&L) - Vellano Fund; adopt resolution\nfinding that City's cost estimate for construction of Vellano Park Parking Lot\nExpansion Project was reasonable, finding that project is exempt from review under\nCalifornia Environmental Quality Act, and awarding contract to Superior Paving Company,\nInc., dba United Paving Co., in amount of $205,593.96 pursuant to Public Contract Code\nSection 22034, Subsection D; award contract to Superior Paving Company, Inc. dba United\nPaving Co., in amount of $205,593.96; and authorize City Manager, at his discretion, to\napprove cumulative change orders up to ten percent ($20,559.40) of awarded contract\namount for Vellano Park Parking Lot Expansion Project

18. Introduce an Ordinance amending Professional Services Competitive Bidding Exception,\nadding three new competitive bidding exceptions, and increasing informal bidding limits\nentitled: “An Ordinance of the City of Chino Hills Amending Chapter 3.18 (Contracting\nSystem) of the Chino Hills Municipal Code to Amend the Professional Services Competitive\nBidding Exception and Add Three New Competitive Bidding Exceptions for Technology,\nPublic Entertainment and Instructor Services Contracts, Amending Chapter 3.20 (Public\nConstruction Contract Bidding Procedures) to Increase Informal Bidding Limits and\nDetermining This Project is Exempt From Review Under the California Environmental\nQuality Act (for first reading by title only waiving further reading); and approve Section 8.1\nContract Compliance to Administrative Policies and Procedures Manual, effective January 1,\n2025
