4.\nCITY COUNCIL MINUTES OF SEPTEMBER 9, 2025 (REGULAR)\nRecommendation:\nStaff recommends the City Council approve the regular City Council meeting\nminutes of September 9, 2025.

5.\nAMENDMENT TO THE LEASE AGREEMENT WITH TRI-CITY MENTAL HEALTH AUTHORITY\nTO EXTEND THE TERM ( FUNDING SOURCE: GENERAL FUND)\nRecommendation:\nStaff recommends the City Council authorize the City\nManager or his\ndesignee to execute an amendment to the lease agreement with Tri -City\nMental Health Authority, extending the lease term to end on September 30,\n2026.

6.\nAUTHORIZATION TO ENTER INTO AN AGREEMENT WITH MICHAEL\nBAKER INTERNATIONAL FOR DESIGN AND PREPARATION OF PLANS AND SPECIFICATIONS\nFOR THE SAN JOSE AVENUE STREET IMPROVEMENTS PROJECT ( FUNDING SOURCE:\nSTATE GAS TAX)\nRecommendation:\nStaff recommends the City Council authorize the City Manager to enter into\nan agreement with Michael Baker International\nplans and specifications for the San Jose\nfor design and preparation of\nAvenue Street Improvements\nProject in the amount not to exceed $ 311,742.

8.\nAUTHORIZATION TO AMEND THE AGREEMENT WITH LIEBERT CASSIDY WHITMORE TO\nINCREASE COMPENSATION FOR SPECIAL LEGAL SERVICES ( FUNDING SOURCE:\nGENERAL FUND)\nRecommendation: Staff recommends the City Council:\nA. Authorize the City Manager to execute an amendment to the existing\nagreement with Liebert Cassidy Whitmore for special legal services\npertaining to employment relations matters, increasing compensation by\n50,000 for not-to-exceed amount of $100,000; and\nB.
