10. AGREEMENT - APPROVAL OF THE SECOND AMENDMENT TO THE MERCY HOUSE\nHOMELESS SYSTEM OF SERVICES AGREEMENT\nThat the City Council:\na. Approve the Second Amendment to the Professional Services Agreement with\nMercy House for Corona’s Homeless System of Services, to incorporate Fiscal\nYear 2024 funds of $4,699,255 retroactive from January 1, 2024 in the total\nmaximum compensation amount of $8,469,544.\nb. Authorize the City Manager, or his designee, to execute the Second Amendment\nAgenda\nto the Professional Services Agreement with Mercy House.\nc. Authorize the City Manager, or his designee, to approve non-substantive\namendments to the Professional Services Agreement, including line-item\nadjustments so long as any such amendments will not cause the City to exceed\nthe approved total maximum compensation of $8,469,544, for the Second\nAmendment.

11. BID & PURCHASE - SECOND AMENDMENT TO THE MAINTENANCE/GENERAL\nSERVICES AGREEMENT WITH A&Y ASPHALT CONTRACTORS, INC. FOR ON-CALL\nAND EMERGENCY CITYWIDE ASPHALT REPAIRS\nThat the City Council:\na. Approve and authorize the City Manager, or his designee, to execute the Second\nAmendment to the Maintenance/General Services Agreement with A&Y Asphalt\nContractors, Inc., for on-call Citywide asphalt repairs through June 30, 2025.\nb. Authorizes the City Manager, or his designee, to increase the contract by\n$590,000 for on-call and emergency asphalt repairs to A&Y Asphalt Contractors,\nInc., bringing the total contract amount to $1,250,000 per fiscal year, for Fiscal\nYears 2024 and 2025.\nc. Authorizes the City Manager, or his designee, to negotiate and execute any\nnon-substantive extensions, change orders, purchase orders, and amendments\nup to 10% or $125,000.\nThat the Corona Utility Authority review, ratify, and to the extent necessary, direct\nthat the City Council take the above actions.

Decide under Corona Municipal Code Section 3.08.140(E), that competitive\nbidding has been satisfied based upon the reasons provided in the “Basis for\ndetermination of competitive bidding” section of this report.\nc. Approve the Fifth Amendment to the Maintenance/General Services Agreement\nwith Knudsen Grading Company Inc., DBA Green Mountain Engineering, for “as\nneeded” grading and spoils removal services for Fiscal Year 2024 in the amount\nof $81,500.\nb. Authorize the City Manager, or his designee, to execute the Fifth Amendment\nwith Knudsen Grading Company, Inc., DBA Green Mountain Engineering and\nincrease the purchase order in the amount of $81,500 for a total contract\namount of $300,000.\nThat the Corona Utility Authority review, ratify, and to the extent necessary, direct\nthat the City Council take the above actions.

Approve the Second Amendment to the Professional Services Agreement with\nZ&K Consultants, Inc. for temporary professional staffing services to increase the\ntotal compensation by $35,000 per fiscal year for additional services.\nb. Authorize the City Manager, or his designee, to execute the Second Amendment\nto the Professional Services Agreement with Z&K Consultants, Inc., in the\namount of $35,000 for a total contract amount of $135,000 per fiscal year,\nincluding any non-substantive extensions, change orders, purchase orders, and\namendments up to the amount authorized by Corona Municipal Code Section\n3.08.070(I), which is equivalent to 10% or $13,500.\nThat the Corona Utility Authority review, ratify, and to the extent necessary, direct\nthat the City Council take the above actions.

Authorize the City Manager, or his designee, to issue a purchase order to\nMotorola Solutions in the amount of $189,029.

Accept grant funding from the California State Library for the Corona Public\nLibrary’s English as a Second Language program through the California Library\nLiteracy Services Program in the amount of $185,238.\nb. Authorize an appropriation in the amount of $91,850 to the Community Services\nDepartment’s operating budget and increase estimated revenue by the same\namount in the Adult and Family Literacy Grant Fund 442 for Fiscal Year 2025.\nc. Authorize an appropriation in the amount of $93,388 to the Community Services\nDepartment’s operating budget and increase estimated revenue by the same\namount in the Adult and Family Literacy Grant Fund 442 for Fiscal Year 2026.\nd.
