a. APPROVAL OF READING BY TITLE AND WAIVER OF READING IN FULL OF\nORDINANCES ON THIS AGENDA\nRecommendation: Approve the reading by title and waive the reading in full of all\nOrdinances on the agenda.

b. REVIEW AND APPROVE THAT THE WARRANTS, AS CERTIFIED BY THE\nCITY/AGENCY TREASURER, ARE ALL CORRECT, JUST, AND CONFORM\nTO THE APPROVED BUDGET FOR FISCAL YEAR 2022­23 (pg 12)\nRecommendation: Approve the Warrants as certified by the City/Agency Treasurer.

c. AUTHORIZE AN AMENDED TASK ORDER IN THE AMOUNT OF $99,560\nWITH MICHAEL BAKER INTERNATIONAL, INC. FOR DESIGN OF THE\nAQUATICS CENTER DECK AND POOL RENOVATION PROJECT (pg 53)\nRecommendation: Authorize the City Manager to execute an amended task order\nin the amount of $99,560 with Michael Baker International, Inc. for the design of the\nAquatics Center Deck and Pool Renovation Project.

d. REQUEST FOR APPROPRIATION OF FUNDS AND AWARD A TASK ORDER\nIN THE AMOUNT OF $156,550 FOR ENGINEERING SERVICES TO MICHAEL\nBAKER INTERNATIONAL, INC. FOR THE ADELLA AND YNEZ\nUNDERGROUNDING PROJECT (pg 58)\nRecommendation: Transfer $150,000 from the CDA Loan Fund and appropriate to\nthe Capital Improvement Fund for Adella and Ynez Undergrounding project for the\npreparation of additional plans and documents, and related requirements\nnecessary to bid the project for construction. Award a Task Order in the amount of\n$156,550 to Michael Baker International, Inc. for the preparation of plans,\nspecifications, and associated tasks. Authorize the City Manager to execute:\nChange Orders, Amendments, or Extensions as needed to bid the undergrounding\nproject up to the project­appropriated remaining balance of $42,014.

e. AUTHORIZE THE CITY MANAGER TO EXECUTE A PROFESSIONAL\nSERVICES AGREEMENT WITH NEXT PRACTICE PARTNERS, LLC. IN THE\nAMOUNT OF $80,000 TO COMPLETE A COMPREHENSIVE FEE STUDY AND\nDEVELOP A COST RECOVERY MODEL AND POLICY PLAN FOR\nRECREATION AND GOLF SERVICES (pg 69)\nRecommendation: Authorize the City Manager to execute a professional services\nagreement, in a form approved by the City Attorney, with Next Practice Partners,\nLLC, to complete a comprehensive fee study and develop a cost recovery model\nand policy plan for Recreation and Golf Services.

REQUEST FOR APPROPRIATION OF FUNDS AND AUTHORIZATION FOR\nTHE CITY MANAGER TO PURCHASE VEHICLES AND EQUIPMENT AS\nAPPROVED IN THE FISCAL YEAR 2021­22 AND FISCAL YEAR 2022­23\nBUDGETS (pg 114)\nRecommendation: Appropriate and transfer $78,000 from the General Fund to the\nVehicle and Equipment Replacement Fund to account for increased costs, and\nauthorize the City Manager to purchase vehicles and equipment (including outfitting\nand installation) as approved in Fiscal Year 2021­22 and Fiscal Year 2022­23\nbudgets.

AUTHORIZE THE CITY MANAGER TO EXECUTE A FIVE YEAR LEASE\nAGREEMENT BETWEEN THE UNITED STATES NAVY AND THE CITY OF\nCORONADO FOR THE USE OF DOG BEACH (pg 118)\nRecommendation: Authorize the City Manager to execute a lease agreement\nbetween the United States Navy and the City of Coronado for the use of Dog Beach\nand find that the project is exempt from environmental review pursuant to CEQA\nsections 15304, Minor Alterations to Land.\nAL YEAR 2021­22 AND FISCAL YEAR 2022­23\nBUDGETS\nRecommendation: Appropriate and transfer $78,000 from the General Fund to the\nVehicle and Equipment Replacement Fund to account for increased costs, and\nauthorize the City Manager to purchase vehicles and equipment (including outfitting\nand installation) as approved in Fiscal Year 2021­22 and Fiscal Year 2022­23\nbudgets.
