CONSIDER AND APPROVE 2024 MAJOR AND MODERATE SPECIAL EVENT\nREQUESTS\nRecommendation: Approve the 2024 Special Event Calendar and Letters of Intent\nas submitted and find that the program is exempt from the provisions of CEQA\nbased on Article 19, Section 15304(e) (minor alterations to land) which allows for\ntemporary uses of land and events such as carnivals, seasonal sales, and parades\nthat will have negligible or no permanent effect on the environment.

REVIEW OF THE DRAFT REVISED HOUSING ELEMENT UPDATE FOR THE\n20212029 HOUSING ELEMENT PLANNING PERIOD AND AUTHORIZE\nSUBMITTAL TO THE STATE DEPARTMENT OF HOUSING AND\nCOMMUNITY DEVELOPMENT\nRecommendation: Review the draft Housing Element Update (HEU), including\nopportunity sites and housing programs, determine that the project is exempt from\nCalifornia Environmental Quality Act review pursuant to State CEQA Guidelines\nSection 15061(b)(3), provide authorization to submit the Draft Revised Housing\nElement Update to the California Department of Housing and Community\nDevelopment and authorize the City Manager to take any and all necessary actions\nto effectuate the adoption of the housing element for certification.
