AUTHORIZE THE CITY MANAGER TO AWARD CONTRACTS FOR THE\nCONSTRUCTION OF THE AQUATIC DECK REPLACEMENT AND POOL\nPLASTER PROJECT AND ASSOCIATED CONSTRUCTION SERVICES\n(INCLUDING PROJECT CONTINGENCY) IN THE AMOUNT OF $4,450,703,\nAND APPROPRIATE AN ADDITIONAL $2,838,049 FROM THE FACILITIES\nREPLACEMENT FUND (436)\nRecommendation: In a form approved by the City Attorney, authorize the City\nManager to award contracts or amend Task Orders to (1) California Waters\nDevelopment, Inc, dba California Waters in an amount of $3,631,052 for the\nconstruction of the Aquatic Deck Replacement and Pool Plaster Project; (2) The\nBarrie Company in an amount not­to­exceed $220,000 for construction observation\nservices; (3) Michael Baker International in an amount not­to­exceed $20,120 for\nconstruction administration support; (4) Kleinfelder in an amount not­to­exceed\n$29,531 for quality assurance testing. In addition, (1) approve a project contingency\nof $550,000; (2) appropriate an additional $2,838,049 from the Facilites\nReplacement Fund (436); and (3) authorize the City Manager to execute change\norders in excess of 10% of the contract, but within the project contingency.

CONSIDERATION OF A RESOLUTION APPROVING THE SECOND\nAMENDMENT TO THE CITY MANAGER EMPLOYMENT AGREEMENT\nRELATED TO COMPENSATION AND BENEFITS\nRecommendation: That the City Council consider adoption of the resolution\napproving the Second Amendment to the City Manager Employment Agreement\nbetween Christina J. Friend and the City of Coronado; authorize the Mayor to\nexecute the amendment reflecting a three percent adjustment in base salary, and\nan additional contribution in the amount of $5,200 annually to a qualified Section 457\nPlan; and amend the Personnel Authorization & Compensation Plan (PACP)\naccordingly.

CONSIDERATION OF FORMALIZING THE CITY’S POLICY REGARDING THE\nFLAG DISPLAYS AT CITY PROPERTIES\nRecommendation: Consider whether to formalize the long­standing practice of\ndisplaying the United States, State of California, and/or City of Coronado flags at\nCity properties, the POW MIA flag at the Stockdale Memorial at the Library, the\nfederal and city flags along Orange Avenue medians, and the flags of all the military\nbranches at Star Park.\nIf the Council decides to adopt a written policy, the Council may:\n1) Adopt a resolution approving City Council Policy 30; or\n2) Introduce an ordinance adding Chapter 52.50 titled “Flag Policy” to the Coronado\nMunicipal Code.
