e. CORONADO GATEWAY PROJECT DEVELOPMENT AND COMPONENT\nFINALIZATION\nRecommendation: Provide direction on the Coronado Gateway Project\ncomponents and authorize staff to finalize plans and coordinate with Caltrans for\npermit approval.

f. RESOLUTION ON CROSS BORDER WATER QUALITY\nRecommendation: Adopt a Resolution Asserting the Necessity to Resolve Cross\nBorder Water Pollution and Restore Environmental Quality and Open Access to\nCoastal Waters.

c. AUTHORIZE THE CITY MANAGER TO EXECUTE A COOPERATIVE\nPURCHASING SERVICE AGREEMENT WITH MANSFIELD OIL COMPANY OF\nGAINSVILLE, INC. FOR FUEL DELIVERY WITH RELATED SERVICES FOR A\nFIVE­YEAR TERM\nRecommendation: In accordance with Coronado Municipal Code (CMC) Section\n8.04.070 A (3), award and authorize the City Manager to execute a cooperative\npurchasing service agreement with Mansfield Oil Company of Gainesville, Inc., for\na five­year term for as­needed fuel delivery services.

DESIGNATION OF VOTING DELEGATE AT THE LEAGUE OF CALIFORNIA\nCITIES ANNUAL BUSINESS MEETING\nRecommendation: Appoint City Manager Friend as the voting delegate for the\nLeague of California Cities Annual Business Meeting on October 18, 2024, in Long\nBeach and Assistant City Manager Winney as the voting alternate.

e. REVIEW AND ACCEPT THE 2020, 2021, AND 2022 ANNUAL TRAFFIC\nREPORTS\nRecommendation: Review and accept the 2020, 2021, and 2022 Annual Traffic\nReports; direct staff to complete the annual report for 2023 in coordination with the\nMobility Commission, analyzing collision data by neighborhood, if feasible.

f. AWARD AND AUTHORIZE A CONTRACT, APPROVE PROJECT\nCONTINGENCY, CHANGE ORDERS AND ADDITIONAL BUDGET\nAPPROPRATION FOR THE STREET PREVENTATIVE MAINTENANCE\nRecommendation: Award and authorize the City Manager to execute a contract with\nEngineering Construction Company, Inc. in a form approved by the City Attorney in\nthe amount of $789,998 for construction of the Street Preventive Maintenance\n(Fiscal Year 2023­24 Annual Program) project; approve a 15% project contingency\nof $118,499.70; amend the FY 2024­25 Budget and appropriate an additional\n$348,047.70 for expenditure from the Highway User Tax Account (HUTA) Funds;\nauthorize the City Manager to execute change orders within the project budget; and,\nfind that the project is categorically exempt from environmental review under Class\n1 of the state CEQA Guidelines section 15301, Existing Facilities (14 CCR 15301).

g. AUTHORIZE CONTRACT, BUDGET APPROPRIATION AND LOAN\nAGREEMENT FOR INSTALLATION OF FEAST AND FAREWAY HEATERS\nRecommendation: Award and authorize the City Manager to execute a construction\ncontract in a form approved by the City Attorney with American Wiring, Inc., for the\nFeast and Fareway Outdoor Heaters project in an amount not to exceed $89,583;\nappropriate an additional $58,556 from Capital Fund 400; approve a total project\nbudget of $108,556; authorize the City Manager to execute a loan agreement with\nFeast and Fareway, LLC with a secured promissory note in an amount up to\n$33,556 to be repaid within three years; and find the project categorically exempt\nfrom the California Environmental Quality Act (CEQA) under Class 1 of the CEQA\nGuidelines (14 CCR 15301, Existing Facilities).\nanager to execute change orders within the project budget; and,\nfind that the project is categorically exempt from environmental review under Class\n1 of the state CEQA Guidelines section 15301, Existing Facilities (14 CCR 15301).
