3. FISCAL YEAR 2022-23 PRELIMINARY UNAUDITED YEAR-END23-1265\nFINANCIAL REPORT\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Authorize the City Manager, or her designee, to allocate and appropriate\nFiscal Year 2022-23, if available, year-end savings as follows:\na. Deposit $1.5 million into the City’s Section 115 Trust to reduce\nexisting pension liabilities;\nb. Allocate up to $1.5 million into the Housing Authority Fund for the\nGeneral Plan Housing Element implementation program; and\nc. Appropriate $1.0 million for transfer to the Self Insurance Fund for\nthe Workers’ Compensation program.\n2. Transfer actual amounts needed to cover the remaining COVID-19 and\nwinter storm related costs in the Disaster Fund, from the American\nRescue Plan Act Fund (ARPA), currently estimated at $500,000.\nAttachments: 1. AGREEMENTS FOR HOUSING-RELATED SUPPORTIVE SERVICES23-1263\nIMPLEMENTING THE PREVIOUSLY-APPROVED HOME-AMERICAN\nRESCUE PLAN (HOME-ARP) FUNDING ALLOCATION PLAN\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Authorize the City Manager and City Clerk to appropriate and execute an\nagreement funded by HOME-ARP and ARPA funding with Community\nLegal Aid of Orange County in the amount of $250,000 for a one (1) year\nterm with an additional three (3) year renewal options depending on\nfunding, in substantially the same form as attached and in such final form\nas approved by the City Attorney.\n2. Authorize the City Manager and City Clerk to appropriate and execute an\nagreement funded by HOME-ARP and ARPA funding with Project Hope\nAlliance in the amount of $120,000 for a one (1) year term with an\nadditional three (3) year renewal options depending on funding, in\nsubstantially the same form as attached and in such final form as\napproved by the City Attorney.\n3. Authorize the City Manager and City Clerk to appropriate and execute an\nagreement funded by HOME-ARP and ARPA funding with Stand UP for\nKids in the amount of $72,348 for a one (1) year term with an additional\nthree (3) year renewal options depending on funding, in substantially the\nsame form as attached and in such final form as approved by the City\nAttorney.\n4. Authorize the City Manager and City Clerk to appropriate and execute an\nagreement funded by HOME-ARP and ARPA funding with Trellis in the\namount of $29,640 for a one (1) year term with an additional three (3)\nyear renewal options at $87,952 depending on funding, in substantially\nthe same form as attached and in such final form as approved by the City\nAttorney.\n5. Authorize the City Manager and the City Clerk to appropriate and execute\nan amendment to the existing agreement with Mercy House to add\nARPA funding allocated to rental assistance in the FY 23-24 Adopted\nBudget, plus an additional $750,000 in ARPA funds, to continue to\nprovide rental assistance in the City of Costa Mesa and extend the term\nof the agreement to December 31, 2024.\n6. 5. COSTA MESA BRIDGE SHELTER CAPACITY PROJECT 23-1202\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Approve Amendment No. One to the Memorandum of Understanding with\nthe City of Newport Beach to increase their annual payment by $275,000 for\nan updated annual contribution of $1,275,000 and a one-time payment of\n$50,000 to cover capital costs; and appropriate said funds to the Housing\nAuthority Budget.\n2. Approve proposed Amendment No. One to the Subrecipient Agreement with\nBracken’s Kitchen increasing the compensation by $73,000 for a new annual\nnot-to-exceed amount of $400,600.\n3. Approve Amendment No. One to the Subrecipient Agreement with Mercy\nHouse increasing the compensation by $185,286 for a new annual\nnot-to-exceed amount of $2,185,286.\n4. 6. COMMITMENT OF $4,000,000 TO AMERICAN FAMILY HOUSING FOR23-1204\nTHE TRAVELODGE NORTH HOUSING PROJECT AS PART OF\nHOMEKEY ROUND 3\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Approve a commitment of $2,500,000 in Low- and Moderate-Income\nHousing Asset Funds and $1,500,000 in ARPA funds to American Family\nHousing for conversion of the Travelodge North Motel as a Homekey\nRound 3 permanent housing project.\n2. Authorize the City Manager or their designee to execute a Commitment\nLetter with American Family Housing in the amounts listed above for the\nTravelodge North Homekey project.\n3.
