4.\nPROFESSIONAL SERVICES AGREEMENT FOR UPGRADING THE 25-528\nCITY’S PHONE SYSTEM\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Authorize the use of OMNIA Partners, Public Sector National Cooperative\nAgreement No. 01-125 with Merrill & Associates for the City’s analog\nphone system upgrade.\n2. Approve and authorize the Statement of Work (Attachment 1) to Merrill &\nAssociates, an Avaya value-added reseller (VAR) (Attachment 4), for the\nupgrade of the City’s analog phone system from v6.0.1 to v10.2 for an\namount not to exceed (NTE) $275,754.\n3. Approve and authorize a ten percent (10%) contingency in the amount of\n$27,575 for unforeseen costs related to the project.\n4. Approve and authorize an annual subscription and support services in an\namount of $70,069 for a term of one year (Attachment 2). Subscription\nservices will begin after the completion of installation and will be subject\nto price increase based on an increase in the Consumer Price Index (CPI)\nfor all Urban Consumers for the Los Angeles-Long Beach-Anaheim area,\nwhich would be determined using the November index for the current\nyear and the November index for the preceding year.

Authorize the Interim City Manager, or designee, and the City Clerk to\nexecute the Professional Services Agreement (Attachment 3) for a total\namount of $373,398 for implementation and one-year subscription,\nmaintenance, and support.\nAttachments: 1. Approve the proposed Resolution No. 2025-XX, which ratifies the\napplication for a grant award from the State of California - Office of Traffic\nSafety (OTS) for the Selective Traffic Enforcement Program (STEP) and\nauthorize the Interim City Manager or designee to execute the grant\ndocuments, including the Grant Agreement, and accept and administer\nthe grant.\n2. Approve revenue and expense appropriations in the amount of $280,000,\nfor the Fiscal Year 2025-26 OTS STEP Grant for a grant period from\nOctober 1, 2025 through September 30, 2026.\nAttachments: 1.
