9.l Designation of Voting Delegate and Alternates for the League of California 125\nCities Annual Conference Which Includes the Annual Business Meeting –\nSeptember 20-22, 2023\nStaff Recommendation:\n1. Designate Mayor Walter Allen, III, as the voting delegate and Councilmember\nPatricia Cortez, as the alternate to represent the City at the Annual Business\nMeeting of the League of California Cities General Assembly; and\n2. Direct the Chief Deputy City Clerk to submit the required "Voting Delegate\nForm" to\nthe League's Sacramento Office no later than August 28, 2023.

9.m Covina Skate Park Project – Award of Contract to Spohn Ranch, Inc for an 133\nAmount Not-to-Exceed $1,249,000\nStaff Recommendation:\n1. Authorize the City Manager to execute a contract with Spohn Ranch, Inc in an\namount not-to-exceed $1,249,000 and dispense with competitive proposals\npursuant to Negotiated Contract Agreement per Covina Municipal Code Chapter\n2.54 and Public Contract Code Section 22038 (c);\n2. Authorize an amount of $187,350 (15%) as a contingency to cover the cost of\nunforeseen construction expenses;\n3. Adopt Resolution CC 2023-78 appropriating an additional $608,510 from\navailable Measure CC Fund Balance to be transferred into the Parks CIP for the\nconstruction of the project;\n4. Authorize the City Council to defer two (2) approved planned Park Capital\nImprovement Projects (Senior Center Monument Sign Project and the Covina\nPark Tennis Court Fencing Replacement Project) in the FY 2023-24 Capital\nImprovement Program that were proposed to be funded by Measure CC and\nutilize $250,000 from those projects towards the Covina Skate Park Project; and\n5. Authorize the City Manager to execute a Professional Services Agreement\nwith Siterep Construction Services to provide inspection services for the Covina\nSkate Park Project in an amount not-to-exceed $50,160.

9.n Adoption of Ordinance 23-07 169\nStaff Recommendation:\nThat the City Council adopt Ordinance 23-07, entitled “Adopting Zoning Code\nAmendment (ZCA) 23-02, By Amending Various Sections of the Covina\nMunicipal Code (CMC), Chapters 17.04 (“Definitions”), 17.14 (“E-1 Estate\nResidential Zone, Single-Family Estate”), 17.26 (“R-1-7500 Residential Zone,\nSingle Family”) and Adding Chapter 17.71 (“Walls, Fences, and Screening”) to\nthe Municipal Code and Making Findings Under CEQA”; and Find the proposed\nZoning Code Amendment to be exempt from the requirements of the\nEnvironmental Quality Act (CEQA) pursuant to CEQA guidelines 15303(e).

Adopt Resolution CC 2023-74 – A Resolution of the City Council of the City\nof Covina, California, Repealing Resolution CC 2023-56, Declaring the City’s\nIntention to Annex Territories to the Covina Landscape Maintenance District\nNo. 1 as Zone 15, 16, 17 and 18 and to Levy and Collect Annual Assessments\nRelated Thereto Commencing Fiscal Year 2023/2024, Pursuant to the Provisions\nof Part 2 of Division 15 of the California Streets and Highways Code, Setting a\nPublic Hearing on the Formation of the Assessment District and the Levy of the\nProposed Assessment, and Calling for a Property Owner Protest Proceeding to\nSubmit to the Qualified Property Owners the Question of Levying such\nAssessments for said Annexation Territories Pursuant to the Provisions of the\nCalifornia Constitution, Article XIIID.
