Adopt Resolution CC 2023-108 appropriating $20,000 from available\nProposition A Fund Balance.

10.g Bus Shelter Installation Project – Award of Contract to FS Contractors, Inc. for 101\nan Amount Not to Exceed $150,000\nStaff Recommendation:\n1. Award the contract for the Bus Shelter Installation Project to FS\nConstruction, Inc. as the lowest responsive and responsible bidder in an amount\nnot-to-exceed $150,000 and authorize the City Manager to execute the contract;\nand\n2. Adopt Resolution CC 2023-107 Appropriating $50,000 from available\nProposition A Fund Balance.

10.i Lease Agreement for Automated License Plate Readers (ALPR) from Flock\nGroup Inc\nStaff Recommendation:\nApprove a 5-year lease for Automated License Plate Reader Cameras from\nFlock Group Inc., in an amount not to exceed $265,000 based on the sole\nsource purchasing process noted in CMC Section 2.20.080 (b)(1) - Sole Source\nPurchases.

11.a Resolution SA 2023-03 and Resolution CC 2023-109 Relating to the Execution 175\nand Delivery of a Purchase and Sale Agreement for Property Located at 602-\n626 South Citrus Avenue and 128 East Rowland Avenue\nStaff Recommendation:\nAdopt Successor Agency Resolution SA 2023-03 authorizing the execution and\ndelivery of a purchase and sale agreement regarding the Successor Agency’s\nsale of property to the City of Covina located at 602-626 South Citrus Avenue\nand 128 East Rowland Street, APN 8451-001-911 and 8451-001-906 in the\nCity of Covina, finding that such authorization is exempt from environmental\nreview under the California Environmental Quality Act, and taking related\nactions; and, Adopt City Council Resolution CC 2023-109 Authorizing the\nExecution and Delivery of a Purchase and Sale Agreement (PSA) for the Sale\nof Property Owned by the Successor Agency to the Covina Redevelopment\nAgency located at 602-626 South Citrus Avenue and 128 East Rowland Street,\nAPN 8451-001-911 and 8451-001-906 in the City of Covina, finding that such\nauthorization is exempt from environmental review under the California\nEnvironmental Quality Act, and taking related actions.

11.b Resolution CC 2023-110, Resolution CC 2023-111, and Resolution SA 2023- 223\n04 with Respect to the Partial Funding and Subsequent Leasing of the Property\nLocated at 602-626 South Citrus Avenue and 128 East Rowland Street\nStaff Recommendation:\n1. Approve Resolution CC 2023-110 Authorizing the Execution and Delivery\nof a Lease by and Between the City of Covina, as Landlord, and WB COVINA-\nKI, LLC, as Tenant, with Respect to Property Located in the City of Covina at\n602-626 South Citrus Avenue and 128 East Rowland Street (APN No. 8451-\n001-911 and 8451-001-906), Finding that Such Authorization is Exempt from\nEnvironmental Review Under the California Environmental Quality Act, and\nTaking Related Actions;\n2. Approve Resolution CC 2023-111, Authorizing Amending the Fiscal Year\n2023-2024 Operating Budget to Appropriate $2,710,000 from the City of\nCovina General Fund and $2,400,000 from an advanced leased payment from\nWB COVINA-KI, LLC for the Purpose of Funding the Purchase of 602-626\nSouth Citrus Avenue and 128 East Rowland Street (APN No. 8451-001-911\nand 8451-001-906), located in the City of Covina; and\n3.
