Award a contract for the Water Main Upgrade – Covina Heights\nWater Improvement Project to Gentry Brothers, Inc. as the lowest\nresponsive bidder in an amount not-to-exceed $2,177,140 and\nauthorize the City Manager to execute the contract; and\n3. Authorize a 10% contingency amount of $217,714 for any unforeseen\nconstruction expenses.

Adopt Resolution CC 2023-118 accepting grant funding from the\nDepartment of Justice Cops Hiring Program for the hiring of four full\ntime police officers;\n2. 14.f Request to Amend the Classification Plan to Reclassify the Equipment 155\nMaintenance Supervisor Position to an Equipment Maintenance Superintendent\nJob Classification\nStaff Recommendation:\nThat the City Council adopt Resolution CC 2023-117 to amend the City’s\nClassification Plan to reclassify the Equipment Maintenance Supervisor\nposition to establish an Equipment Mechanic Superintendent job classification\nand salary range within the Mid-Management, Supervisory and Professional,\nand Confidential and Technical Employees (Unaffiliated) Compensation Rules.

14.j An Amendment to the Ground Lease between the City of Covina and the 191\nCovina Housing Authority for Property Owned by the City Located at the\nSoutheast Corner of the Combined Parcels of 601 E.
