Amendment No. 3 to the Professional Services Agreement between the City of Covina\nand Liebert Cassidy Whitmore for Legal Services\nStaff Recommendation:\nApprove Amendment No. 3 to the agreement between Liebert Cassidy Whitmore and the City\nof Covina for legal services and authorize the City Manager to execute the amendment.

CC 16. Resolution Increasing the Police Department 2023-24 Budget by $5,000 to Cover\nPolice Explorer Program Expenses\nStaff Recommendation:\nAdopt Resolution CC 2024-13 increasing the Police Department 2023-24 Budget by $5,000\nfor the purchase of various equipment/supplies as well as annual dues.

CC 5. Street Residential Resurfacing Project — Project No. P2405 — Award of Contract to\nGentry Brothers, Inc. in the Amount of $503,660\nStaff Recommendation:\n1. Approve plans and specifications for the Street Residential Resurfacing Project —\nProject No. P2405;\n2. Award a contract for the Street Residential Resurfacing Project to Gentry Brothers,\nInc. as the lowest responsive and responsible bidder in the amount of $503,660 and\nauthorize the City Manager to execute the contract;\n3. Authorize a contingency amount of $125,000 (approximately 25%) for any\nunforeseen construction expenses;\n4. Award a Professional Services Agreement to CEJ Engineers, Inc for Construction\nManagement & Inspection Services in an amount not-to-exceed $34,800; and\n5. Award a Professional Services Agreement to Willdan Engineering, Inc for Pavement\nAnalysis & Testing in an amount not-to-exceed $25,000.

CC 6. Speed Hump Installation Project — Fenimore Avenue between Rowland Avenue and\nWorkman Avenue\nStaff Recommendation:\nApprove recommendation from the Traffic and Mobility Advisory Commission for the\ninstallation of speed humps at Fenimore Avenue between Rowland Avenue and Workman\nAvenue.

CC 7. Hollenbeck Park Pickleball Court Construction Project — Project No. P2404 — Final\nAcceptance and Filing Notice of Completion\nStaff Recommendation:\n1. Accept the work performed by Siterep Construction Services, Inc.; and\n2. Authorize the City clerk to file a Notice of Completion for the Hollenbeck Park\nPickleball Court Construction Project.

CC 8. Award a Professional Services Agreement for Special District Administration Services,\nAnnexation Services, Continuing Disclosure Services, and Arbitrage Rebate Services\nStaff Recommendation:\nAuthorize the City Manager to execute a Professional Services Agreement with Willdan\nFinancial Services for Special District Administration Services, Annexation Services,\nContinuing Disclosure Services, and Arbitrage Rebate Services, for a period of five years,\nwith three optional three-year extension terms.

CC 9. Professional Service Agreement with West Coast Arborists for Emergency Tree\nRemoval and Creek Remediation at Wingate Park\nStaff Recommendation:\n1. Authorize the City Manager to execute a Professional Services Agreement with West\nCoast Arborists, Inc. (WCA) in the amount of $27,144.00 for Emergency Tree\nRemoval at Wingate Park; and\n2. Adopt Resolution CC 2024-11 to appropriate $49,500 from the General Fund to\nprovide funding for Emergency Tree Removal and additional Creek Remediation\nefforts at Wingate Park.

Development Impact Fee Report\n\nStaff Recommendation:\nReview the Development Impact Fee Study/Report prepared by NBS Government Finance\nGroup and provide direction to City staff regarding the following:\n\n1. Consider introducing a nominal administrative fee to prepare future studies;\n\n2. Direct staff to formally prepare the item for adoption at a future duly noticed City\nCouncil Public Hearing; and\n\n3. Direct Staff to evaluate options to reduce Development Impact Fees for affordable\nhousing units and return as a separate item for City Council consideration.
