CC 10. Award of Professional Services Agreement between City of Covina and Urban\nGraffiti Enterprises, Inc. for Citywide Transit Maintenance and Graffiti Abatement Services\nStaff Recommendation:\nAuthorize City Manager to execute a Professional Services Agreement between the City of\nCovina and Urban Graffiti Enterprises, Inc. for Citywide Transit Maintenance and Graffiti\nAbatement Services for a five-year term in an amount not-to-exceed $189,304.32 annually.

CC 11. Elevator Maintenance and Repair Services – Professional Services Agreement with\nNext Level Elevator\nStaff Recommendation:\n1. Authorize the City Manager to execute a Professional Services Agreement with\nSpecialized Elevator, dba Next Level Elevator, for the City-Wide Elevator\nMaintenance and Repair Services covering five (5) City-operated elevators in an\namount not-to-exceed $27,000 annually for a total contract amount of $135,000\nthrough June 30, 2029; and\n2. Establish a 10% contingency allowance of $13,500 with Next Level Elevator to\ncover the cost of unforeseen expenses or additional services if needed.

CC 12. Contract Service Agreement for On-Call Services for Maintenance and Repair of City\nFacilities\nStaff Recommendation:\nAuthorize the City Manager to execute Construction Contract Agreements between the City of\nCovina and authorized On-Call Contractor firms when necessary.

CC 13. Award of Professional Service Agreement for Audit Services for Fiscal Years 2023-24\nthrough 2026-27\nStaff Recommendation:\nAuthorize City Manager to execute the Professional Service Agreement for Audit Services of\nFiscal Years 2023-24 through 2026-27 with Clifton Larson Allen, LLP.

CC 14. First Amendment to the Agreement between Control Air Enterprises, LLC and the\nCity of Covina to Include Additional Scope of Work and Allocation of Additional Funds for\nthe Covina Senior & Community Center HVAC Repair Project\nStaff Recommendation:\n1. Authorize the City Manager to execute a First Amendment to the agreement between\nControl Air Enterprises, LLC and the City of Covina to include additional work\nnecessary to complete repairs for the Covina Senior & Community Center HVAC Repair Project; and\n2. Approve the allocation of additional funding from the FY 2023-2024 Operational\nBudget for the additional work required.

CC 15. CC 5. Adopt Resolution CC 2024-30, Approving Participation in the Fourth Year of the Los\nAngeles County Permanent Local Housing Allocation Program, and Considering the Funding-\nRelated Allocation\nStaff Recommendation:\n1. Adopt Resolution CC 2024-30, approving participation in the fourth year of the Los\nAngeles County Permanent Local Housing Allocation Program, specifying the use\nof PLHA funds, & amending the FY 23-24 Community Development Budget; and\n2. Fourth Amendment to Agreement Between the City of Covina and Social Vocational\nServices, Inc. for Cleaning City Park Areas and Restrooms\nStaff Recommendation:\nAuthorize the City Manager to execute a Fourth Amendment to Agreement Between the City\nof Covina and Social Vocational Services, Inc. for Cleaning City Park Areas and Restrooms,\nin an amount not-to-exceed $30,960 per Fiscal Year from July 1, 2024, to June 30, 2025.
