Authorize the City Manager or his designee to sign all necessary documents\nassociated with this grant including agreements and assurances that are forthcoming.

Adopt Ordinance 24-04 entitled, “An Ordinance of the City Council of the City of\nCovina, California, approving Zoning Code Amendment ZCA 22-6 amending\nChapter 17.56 (Overlay Zone (Outdoor Advertising Structures)) of the Covina\nMunicipal Code to extend the S overlay to properties with C-P zoning adjacent to\nfreeway right of way, establish advertising displays adjacent to landscape freeways\nas a conditionally permitted use, and establish requirements for such advertising\ndisplays; approving Zoning Change (ZCH) 24-1 amending the Zoning Map to\nestablish an S overlay at 1270 E Garvey Street (APN 8447-031-052); and making\nfindings under CEQA;\n2. Adopt Ordinance 24-05 entitled, “An ordinance of the City Council of the City of\nCovina, California, Amending the Village Oaks Office Park Planned Community\nDevelopment (PCD) District overlay zone consisting of Phase I (PCD 75-001) to\nmodifying the sign criteria of the design guidelines for Phase I and make certain\nfindings under CEQA; and\n3.
