CC 10. A Lease Agreement between the City of Covina and Hang 10, LLC for Partial Use of 559 N. Citrus Avenue\n Staff Recommendation:\n 1. Approve the Lease Between the City of Covina and Hang 10, LLC for Use of the Top Floor and Ramp of the Metrolink Parking Structure, Located at 559 North Citrus Avenue;\n 2. Approve Resolution CC 2024-83, Authorizing Amending the Fiscal Year 2024-2025 Operating Budget for the Purpose of Receiving and Expending $90,000 in Lease Proceeds Related to the Lease of 559 North Citrus Avenue (APN No. 8431-014-908).

CC 4. Closed Circuit Television (CCTV) Video Inspection of Sewer Collection System –\nProject No. S2401 – Award of Contract to Empire Pipe Cleaning & Equipment, Inc. in the\nAmount of $648,021.08\nStaff Recommendation:\nAuthorize the City Manager to execute the attached Minor Construction and Maintenance\nServices Agreement with Empire Pipe Cleaning & Equipment, Inc. for Closed Circuit\nTelevision (CCTV) Video Inspection of the City’s Sewer Collection System in the Amount of\n$648,021.08.

CC 5. Covina Heights Paving Project – Project No. W2401 – Award of Contract to Gentry\nBrothers, Inc. in the Amount of $1,970,770\nStaff Recommendation:\n1. Approve plans and specifications for the Covina Heights Paving Project – Project\nNo. W2401;\n2. Award a contract for the Covina Heights Paving Project – Project No. W2401 to\nGentry Brothers, Inc. as the lowest responsive and responsible bidder in the amount\nof $1,970,770 and authorize the City Manager to execute the contract;\n3. Authorize a project contingency amount of $150,000 for any unforeseen\nconstruction expenses;\n4. Award a Professional Services Agreement (PSA) to CEJ Engineers, Inc. for\nConstruction Management & Inspection Services for a not-to-exceed amount of\n$74,960 and authorize the City Manager to execute the agreement; and\n5. Award a Professional Services Agreement (PSA) to Willdan Engineering, Inc. for\nPavement Analysis & Testing for a not-to-exceed amount of $35,000 and authorize\nthe City Manager to execute the agreement.

CC 6. Adoption of Ordinance 24-07\nStaff Recommendation:\nAdopt Ordinance 24-07 entitled, “An Ordinance of the City Council of the City of Covina,\nCalifornia, Adopting Planned Community Development (PCD) 21-2, to Allow for the\nDevelopment of a 0.84-Acre Site for a Hotel Use Consisting of 68 Rooms, Surface Parking on\na 36,732-Square-Foot Site, Alley Relocation, and Associated Site Improvements, Located at\n578 N. Azusa Avenue (APNs 8432-006-015 and 8432-006-017)”.

CC 7. Designation of Voting Delegate and Alternates for the League of California Cities\nAnnual Conference Which Includes the Annual Business Meeting – October 16-18, 2024\nStaff Recommendation:\n1. Designate Councilmember Walter Allen, III, as the voting delegate and\nCouncilmember Patricia Cortez, as the alternate to represent the City at the Annual\nBusiness Meeting of the League of California Cities General Assembly; and\n2. Direct the Chief Deputy City Clerk to submit the required "Voting Delegate Form"\nto the League's Sacramento Office no later than September 25, 2023.

CC 8. Consideration of the Salary Schedules & Memorandum of Understanding between the\nCity of Covina and American Federation of State, County and Municipal Employees, Local\n3325 (“AFSCME”) & Amending the City’s Classification Plan for Account Clerk I/II\nStaff Recommendation:\nAdopt Resolutions CC 2024-81 approving the salary schedules and Memorandum of Understanding between the City of Covina and American Federation of State, County and\nMunicipal Employees, Local 3325 (“AFSCME), Effective July 1, 2024; and adopt Resolution\nCC 2024-82 to revise the existing Account Clerk I/II job description.

CC 9. Confirm and Approve City Council’s Appointments to the Planning Commission and\nFinance Advisory Commission\nStaff Recommendation:\nApprove the City Council’s appointments to the Planning Commission and Finance Advisory\nCommission.
