CC 11. Adoption of Resolutions Relating to the Annexation of Territory to Community\nFacilities District No. 2007-1, Declaring Intention to Authorize Annexation, Adopting\nBoundary Map, and Setting the Public Hearing Date for December 3, 2024\nStaff Recommendation:\n1. Adopt City Resolution CC 2024-96, declaring intention to authorize the annexation\nof territory (747 North Barranca, Covina//Annexation 35) to Community Facilities\nDistrict No. 2007-1 (Public Services); and\n2. Adopt City Resolution CC 2024-97 , adopting boundary map showing territory\nproposed to be annexed in the future to Community Facilities District No. 2007-1\n(Public Services).

CC 12. Award of Contract to Waterline Technologies, Inc. for the Covina Park Aquatic\nCenter Pool Filter Replacement Project\nStaff Recommendation:\nAward contract for the Covina Park Aquatic Center Pool Filter Replacement Project to\nWaterline Technologies, Inc. in the amount of $32,285.06 and authorize the City Manager to\nexecute the contract.

CC 13. Department of Public Works – Water & Streets/Sewer Divisions – Purchase\nAgreement/Purchase Order Authorization for (1) 2024 Ford Super Duty F-650SD Truck\nUpfitted with Pothole Patching Equipment\nStaff Recommendation:\nAuthorize the City Manager to execute a Purchase Agreement/Purchase Order Authorization\nwith Puente Hills Ford for the purchase of one (1) 2024 Ford Super Duty F-650SD Truck\nupfitted with new Pothole Patching Equipment in an amount not-to-exceed $217,660.44.

CC 14. Budget Amendment Resolutions for the Purchase of Additional Electronic Library\nResources, the Purchase of Bleachers for Hollenbeck Park, and to Account for Additional\nLibrary Literacy Grant Funding\nStaff Recommendation:\n1. Adopt Resolution CC 2024-99 for the purchase of additional electronic Library\nresources;\n2. Adopt Resolution CC 2024-100 for the purchase of bleachers Hollenbeck Park; and\n3. Adopt Resolution CC 2024-101 to account for additional Literacy Grant funding.

CC 15. Badillo Street and Azusa Avenue Water Main Replacement Project – Project No.\nW2402 – Final Acceptance and Filing Notice of Completion\nStaff Recommendation:\n1. Accept the work performed by GRBCON, Inc;\n2. Authorize the City Clerk to file a Notice of Completion for the Badillo Street and\nAzusa Avenue Water Main Replacement Project – Project No. W2402; and\n3. Approve Resolution CC 2024-98 appropriating $89,426.63 from Water CIP Fund –\nFund Balance for use towards completion of this project.

CC 16. Request to Reorganize the Existing Staffing Structure of the Department of Public\nWorks, Parks Maintenance Division\nStaff Recommendation:\nThat the City Council approve a proposed amendment to the current staffing organization of\nthe Department of Public Works’ Parks Maintenance Division.

CC 17. Covina Housing Authority Annual Report FY 2023-2024\nStaff Recommendation:\nReceive and file the report.

CC 18. Use Classification Determination on “Physical Therapy” Uses as a “Medical\nOffice/Clinic” Use\nStaff Recommendation:\nCity Council adoption of Resolution CC 2024-91, approving a Use Determination concluding\nthat “Physical Therapy” uses are similar to “Medical Office and/or Clinic” uses and making a\nfinding exemption under the California Environmental Quality Act (CEQA) guidelines.

CC 19. Request to Cancel the Regular City Council Meeting of November 5, 2024\nStaff Recommendation:\nThat the City Council consider canceling the City Council/Successor Agency to the Covina\nRedevelopment Agency/Covina Public Financing Authority/Covina Housing Authority\nregular scheduled joint meeting of November 5, 2024; and direct the City Clerk’s Office to\npost the required Notice of Cancellation.

CC 2. Payment of Demands\nStaff Recommendation:\nApprove Payment of Demands in the amount of $6,644,470.23.

CC 20. Update on Annexation Process of Unincorporated Islands within the City of Covina\nStaff Recommendation:\nReceive and file the status update.

CC 21. Request to Amend the City’s Classification Plan for the Finance Department\nStaff Recommendation:\nAmend the Fiscal Year 2025 Budget to revise the approved budgeted fulltime position of\nPayroll Analyst in the Finance Department to that of Senior Payroll Analyst.

CC 22. Authorization to Prepare Construction Documents for Urban Greening Elements at\nRoyal Oak Middle School in Accordance with CalFIRE Grant Requirements\nStaff Recommendation:\nThat the City Council:\n1. Review/Approve the conceptual designs; and\n2. Authorize the Superintendent and City Manager to integrate any design feedback\ninto final design plans and prepare construction documents in accordance with\nCalFIRE grant requirements.

City Council to open the public hearing and consider public testimony and close the\npublic hearing; and\n2. Adopt Resolution CC 2024-92, authorizing the annexation of territory to Community\nFacilities District No. 2007-1 (Annexation No. 34; 837 N. Sunflower Avenue,\nCovina) and authorizing the levy of a special tax and submitting the levy of tax to\nthe qualified electors; and\n3. Adopt Resolution CC 2024-93, calling a special election and submitting to the voters\nof Annexation No. 34 of City of Covina Community Facilities District No. 2007-1\n(Public Services), propositions regarding the annual levy of special taxes within\nAnnexation No. 34 to finance public services, and the establishment of an\nappropriations limit; and\n4.
