Adopt Resolution CC 2025-23 initiating proceedings for the annexation of territory\n(Zone 19) to Covina Landscape Maintenance District No. 1 and the levy and\ncollection of annual assessments related thereto commencing with FY 2025/2026,\npursuant to the Provisions of Part 2 of Division 15 of the California Streets and\nHighways Code; and\n2. Adopt Resolution CC 2025-24 declaring the City’s intention to annex territory (Zone\n19) and to levy and collect annual assessments and call for a property owner protest\nballot proceeding for the Covina Landscape Maintenance District No. 1.

NAMING OF THE AQUATIC CENTER (PARKS & RECREATION)\nRECOMMENDATION: It is recommended that the City Council:\n1) Take such additional, related, action that may be desirable.\n5. CONTRACT WITH PHOENIX DECORATING COMPANY FOR PARTICIPATION IN\nTHE PASADENA TOURNAMENT OF ROSES (COMMUNITY SERVICES)\nRECOMMENDATION: It is recommended that the City Council:\n1) Authorize a contract with Phoenix Decorating Company (Phoenix), in an amount\nnot to exceed $600,000 for Pasadena Tournament of Roses (Rose Parade)\nservices for 2026, 2027, and 2028 in an agreement approved by the City Attorney;\nand\n2) Allocate $200,000 for Fiscal Year 2024-2025 in Art in Public Places special fund\nmonies to the Public Art & Art Education activity for expenditures related to the\nApril 1, 2025: City Council Meeting Page 5 of 10\ndesign, production, storage, and operation of the 2026 City of Santa Fe Springs\nRose Float entry; and\n3) Authorize Phoenix to apply, on behalf of the City of Santa Fe Springs, for entry\ninto the 2026, 2027, and 2028 Rose Parades; and\n4) Take such additional, related, action that may be desirable.
