CC 2. Payment of Demands\nStaff Recommendation:\nApprove Payment of Demands in the amount of $3,742,440.32.

CC 3. First Amendment to Professional Services Agreement with SAESHE to Provide\nProgram Management Services for the Used Motor Oil Payment Program\nStaff Recommendation:\nAuthorize the City Manager to execute the First Amendment to the Professional Services\nAgreement with SAESHE for a two-year contract extension for management of the City’s\nUsed Motor Oil Payment Program in an amount not-to-exceed $26,600.

CC 5. Resolution CC 2025-22 Accepting an Easement and Offer of Dedication for Public\nPurposes Associated with the Development of Property at 270 W. Dexter Street\nStaff Recommendation:\nAdopt Resolution CC 2025-22 accepting an easement and offer of dedication for public\npurposes associated with the development of property at 270 W. Dexter Street.

CC 6. Initiate Proceeding to Annex Territory, Levy & Collect Annual Assessment for FY\n2025/2026, Set Public Hearing for Protests & Declare Intent to Annex Territory to Covina\nLandscape Maintenance District No. 1 – Zone 19\nStaff Recommendation:\n1. Adopt Resolution CC 2025-23 initiating proceedings for the annexation of territory\n(Zone 19) to Covina Landscape Maintenance District No. 1 and the levy and\ncollection of annual assessments related thereto commencing with FY 2025/2026,\npursuant to the Provisions of Part 2 of Division 15 of the California Streets and\nHighways Code; and\n2. Adopt Resolution CC 2025-24 declaring the City’s intention to annex territory (Zone\n19) and to levy and collect annual assessments and call for a property owner protest\nballot proceeding for the Covina Landscape Maintenance District No. 1.

Adopt Resolution CC 2025-25 initiating proceedings for the annexation of territory\nto Covina Lighting District No. 1978-79 and the levy and collection of annual\nassessments related thereto commencing with FY 2025/2026, pursuant to the\nProvisions of Part 2 of Division 15 of California Streets and Highways Code; and\n2. Adopt Resolution CC 2025-26 declaring the City’s intention to annex territory (No.\n83) and to levy and collect annual assessments and call for a property owner protest\nballot proceedings for the Covina Lighting District No. 1978-79.

CC 8. Xerox Copier Lease and Managed Print Service Agreement\nStaff Recommendation:\nAuthorize the City Manager to Execute an Agreement with PEAC Solutions and Excel Office\nServices to Provide Copiers and Managed Print Services.\nOLD BUSINESS – NONE\nREGULAR BUSINESS\n4. NAMING OF THE AQUATIC CENTER (PARKS & RECREATION)\nRECOMMENDATION: It is recommended that the City Council:\n1) Take such additional, related, action that may be desirable.\n5. CONTRACT WITH PHOENIX DECORATING COMPANY FOR PARTICIPATION IN\nTHE PASADENA TOURNAMENT OF ROSES (COMMUNITY SERVICES)\nRECOMMENDATION: It is recommended that the City Council:\n1) Authorize a contract with Phoenix Decorating Company (Phoenix), in an amount\nnot to exceed $600,000 for Pasadena Tournament of Roses (Rose Parade)\nservices for 2026, 2027, and 2028 in an agreement approved by the City Attorney;\nand\n2) Allocate $200,000 for Fiscal Year 2024-2025 in Art in Public Places special fund\nmonies to the Public Art & Art Education activity for expenditures related to the\nApril 1, 2025: City Council Meeting Page 5 of 10\ndesign, production, storage, and operation of the 2026 City of Santa Fe Springs\nRose Float entry; and\n3) Authorize Phoenix to apply, on behalf of the City of Santa Fe Springs, for entry\ninto the 2026, 2027, and 2028 Rose Parades; and\n4) Take such additional, related, action that may be desirable.
