Approve the Fiscal Year 2026 water supply strategy outlined in this report;\n2. Authorize the City Manager to execute a Temporary Assignment or Lease of Water\nRight Form to assign up to 383.66 acre feet of Water Production Rights from the\nCity to an Alternate Water Agency for FY 2026;\n3. Authorize the City to solicit and lease up to 400 shares of Covina Valley Water\nCompany stock for Fiscal Year 2026, and execute a Lease Agreement and an Order\nfor Delivery with interested shareholders; and\n4. Authorize the City to participate in the Fiscal Year 2026 Covina Valley Water\nCompany lease pool.

City Council to open the public hearing and consider public testimony at which the\nCity will report on workforce vacancies, and recruitment and retention efforts and\nthe City's recognized employee organizations will be provided an opportunity to\nmake a presentation on such subjects (Procedures for the Public Hearing on City\nVacancies and Recruitment and Retention Efforts are attached hereto as Attachment\n“A.”); and\n2.
