CC 10. Professional Services Agreement (PSA) with EC + Associates Engineering, Inc. for\nDesign Engineering Services Related to the Cypress Water Main Replacement Project\nStaff Recommendation:\n1. Approve plans and specifications for the San Bernardino Road Resurfacing Project –\nProject No. P2602;\n2.\nAward a contract for the San Bernardino Road Resurfacing Project – Project No.\nP2602 to Gentry Brothers, Inc. as the lowest responsive and responsible bidder in the\namount of $956,835.40 and authorize the City Manager to execute the contract;\n3.\nAward a Professional Services Agreement (PSA) to CEJ Engineers, Inc. for\nConstruction Management and Inspection Services for an amount not-to-exceed\n$140,000 and authorize the City Manager to execute the agreement;\n4.\nAuthorize a contingency amount of $103,164.60 (approximately 10% of contract\namount) for any unforeseen construction expenses; and\n5.\nAdopt Resolution CC 2025-85 amending the Fiscal Year 2025-2026 Capital\nImprovement Program to add the “Frontage Median Bioswale Installation Project –\nProject No. P2606” and appropriate $50,000 in Measure W – Municipal Funds to be\nused for Bioswale and Drought Tolerant Landscape Construction.

CC 13. Covina Recreation Village Project – Project No. P2202 – Replacement of State of\nCalifornia Budget Act of 2021 (SB 129) Library Grant Funds with Measure CC Funds in the\nAmount of $251,952.93 for Use Towards Demolition of Existing Easterly Building\nStaff Recommendation:\nApprove Resolution CC 2025-84 amending the Fiscal Year 2024/25 Capital Improvement\nProgram Budget, appropriating Measure CC Fund – Fund Balance in the amount of\n$251,952.93 in lieu of State of California Budget Act of 2021 (SB 129) Library Grant Funds\nfor use towards the Demolition of Existing Easterly Building.

CC 5. Trash Enclosure Project – Covina Police Department – Project No. P2604 – Award of\nContract to FS Contractors, Inc. in the Amount of $113,000\nStaff Recommendation:\n1. Approve plans and specifications for the Trash Enclosure Project – Covina Police\nDepartment – Project No. P2604;\n2.\nAward a contract for the Trash Enclosure Project – Covina Police Department –\nProject No. P2604 to FS Contractors, Inc. as the lowest responsive and responsible\nbidder in the amount of $113,000 and authorize the City Manager to execute the\ncontract;\n3.\nAuthorize a project contingency amount of $2,000 to cover the cost of unforeseen\nconstruction expenses; and\n4.\nAward a Professional Services Agreement (PSA) to CEJ Engineers, Inc for\nConstruction Management & Inspection Services for an amount not-to-exceed\n$35,000 and authorize the City Manager to execute the agreement.

CC 6. Certification of 2025 Sewer System Management Plan (SSMP) for the City of Covina’s\nSanitary Sewer System\nStaff Recommendation:\n1. Adopt Resolution CC 2025-90 Certifying and Approving the Sewer System\nManagement Plan.\n2.\nAccept and certify the 2025 Sewer System Management Plan (SSMP) for the City of\nCovina’s Sanitary Sewer System and direct City staff to upload and certify the\nSSMP within the California Integrated Water Quality System Portal.

CC 7. Professional Services Agreement with MasterCorp Services LLC for Janitorial Services\nStaff Recommendation:\nAuthorize the City Manager or his designee to sign an agreement with MasterCorp Services\nLLC to provide janitorial services for the Covina Police Department.

CC 8. Increase 2024-25 Budgeted Appropriations for Public Liability Fund\nStaff Recommendation:\nAdopt Resolution CC 2025-89 , Amending the 2024-25 Operating Budget Appropriating\n$715,000 from the Public Liabilities Fund (7370) Fund Balance for Legal Services, Liability\nClaims and Other Related Expenses

Approve plans and specifications for the City-Wide Alleyway Resurfacing Project –\nProject No. P2605;\n2.\nAward a contract for the City-Wide Alleyway Resurfacing Project – Project No.\nP2605 to G.M. City Council to open the public hearing and consider public testimony and close the\npublic hearing; and\n2.\nAdopt Resolution CC 2025-81, authorizing the annexation of territory to Community\nFacilities District No. 2007-1 (Annexation No. 38) and authorizing the levy of a\nspecial tax and submitting the levy of tax to the qualified electors; and\n3.\nAdopt Resolution CC 2025-82, calling a special election and submitting to the voters\nof Annexation No. 38 of City of Covina Community Facilities District No. 2007-1\n(Public Services), propositions regarding the annual levy of special taxes within\nAnnexation No. 38 to finance public services, and the establishment of an\nappropriations limit; and\n4.\nAdopt Resolution CC 2025-83 making certain findings, certifying the results of an\nelection and adding property to Community Facilities District No. 2007-1 (Public\nServices), Annexation No. 38.

Proposal for a 3,443 square-foot Cannabis Retail Establishment\nStaff Recommendation:\nCity Council consideration of the following:\n1.\nCity Council Adoption of Resolution CC 2025-87 , conditionally approving\nConditional Use Permit (CUP) 25-003, Site Plan Review (SPR) 25-032,\nDevelopment Agreement and determination of exemption from CEQA: a request to\napprove a Cannabis Retail establishment (“Rilano”), expand an existing 2,137\nsquare-feet commercial retail space an additional 1,306 square feet, totaling 3,443\nsquare feet of cannabis retail space, and associated tenant improvements, within the\nMixed-Use Overlay District (MUOD) / Commercial (Regional or Community\nShopping Center) C-3A zone, located at 216 E Rowland St, Covina, CA, 91723\n(APN: 8451-001-019) and making a finding of exemption under CEQA; and.\n2.\nWaive full reading, read by title only, and introduce Ordinance 25-07 entitled, “An\nOrdinance of the City of Covina approving a development agreement between\nRilano Covina Inc, and the City of Covina, related to the approval of a 3,443 square\nfoot cannabis retail establishment within the Mixed-Use Overlay District (MUOD) /\nCommercial (Regional or Community Shopping Center) C-3A zone, located at 216\nEast Rowland Street, (APN: 8451-001-019) and making a finding of exemption\nunder CEQA”.
