CC 10. Agreement between the City of Covina and AQMNI LLC for Creation of a Mural at\n123 N. Citrus Avenue\nStaff Recommendation:\n1. Authorize the execution of an Agreement between the City of Covina and AQMNI\nLLC in an amount not-to-exceed $60,000 for the creation of a mural on the northern\nexternal wall of 123 N. Citrus Avenue, and authorize the City Manager to execute\nthe Agreement and other pertinent documents, and take such actions as are necessary\nto administer the Agreement; and\n2.\nAuthorize the execution of a License Agreement for the use of the building façade\nfor the purpose of installing a public art mural installation at 123 N. Citrus Avenue,\nwhich faces a public alley.

CC 3. Approval and Adoption of the City of Covina’s 2025 Cross-Connection Control Plan\nStaff Recommendation:\nApprove Resolution CC 2025-104 adopting the City of Covina’s 2025 Cross-Connection\nControl Plan as required by the State Water Resources Control Board

CC 4. Adoption of Ordinance 25-09\nStaff Recommendation:\nAdopt Ordinance 25-09 entitled, “An Ordinance of the City Council of the City of Covina,\nCalifornia, approving a zone change (ZCH) 25-001, to change the zoning classification for a\nduel-zoned parcel from C-2 Commercial Zone (Neighborhood Shopping Center) to C-4\nCommercial Zone (Highway), consistent with the General Plan and Land Use Designation of\nGeneral Commercial, and making a determination of exception under CEQA, for the property\nlocated at 1261 N. Azusa Avenue – APN: 8409-019-030.”

CC 5. Adoption of Ordinance 25-10\nStaff Recommendation:\nAdopt Ordinance 25-10 entitled, “An Ordinance of the City Council of the City of Covina,\nCalifornia, approving Zoning Code Amendment (ZCA) 25-2 amending Chapter 17.04\nDefinitions and Chapter 17.54 M-1 Light Manufacturing Zone of Title 17 (Zoning) of the\nCovina Municipal Code, to add a Definition of Battery Energy Storage System Facility and as\na Conditionally Permitted Use in M-1 Zone, Repealing Ordinance 25-04 a Moratorium on\nBattery Energy Storage System Facility, and Making a Determination of Exemption from the\nCalifornia Environmental Quality Act (CEQA)”.

CC 6. Amendment No. 4 to the Professional Services Agreement between the City of Covina\nand Liebert Cassidy Whitmore for Legal Services\nStaff Recommendation:\nApprove Amendment No. 4 to the agreement between Liebert Cassidy Whitmore and the City\nof Covina for legal services and authorize the City Manager to execute the amendment.

CC 7. Request to Cancel the Regular City Council Meeting of October 7, 2025\nStaff Recommendation:\nThat the City Council consider cancelling the regular scheduled City Council Meeting of\nOctober 7, 2025.

CC 8. Extension to Maintenance Agreement between the City of Covina and Aclara\nTechnologies LLC for Automated Water Reading (AMR) Software\nStaff Recommendation:\nAuthorize the City Manager to Execute an Extension to the Maintenance Agreement\nAgreement between the City of Covina and Aclara Technologies LLC for one (1) additional\nyear in the amount of $33,384.

CC 9. Authorize the Execution of the Memorandum of Agreement between the City of Covina\nand the San Gabriel Valley Council of Governments for Participation in the San Gabriel\nValley Crisis Assistance Response & Engagement (SGV CARE) Program\nStaff Recommendation:\n1. Approve participation in the San Gabriel Valley Council of Governments San\nGabriel Valley Crisis Assistance Response & Engagement (SGV CARE) Program\nthrough March 31, 2028 with the option to extend upon mutual agreement of both\nparties;\n2.\nAuthorize the City Manager or his designee to execute the Memorandum of\nAgreement or related documents.

Introduction of Ordinance 25-12 Amending Chapters 9.54 and 9.48 of Title 9 of the\nCity of Covina Municipal Code\nStaff Recommendation:\nWaive full reading and introduce Ordinance 25-12 entitled, "An Ordinance of the City\nCouncil of the City of Covina, California, Amending Chapters 9.54 and 9.48 of Title 9 of the\nCity of Covina Municipal Code to Prohibit Unlawful Camping and Storage of Private\nProperty in Public Areas, Making Related Updates to the Code, and Making Finding of\nExemption under the California Environmental Quality Act."
