CC 2. Payment of Demands\nStaff Recommendation:\nApprove Payment of Demands in the amount of $4,302,916.19.

CC 3. Adoption of Ordinance 26-02\nStaff Recommendation:\nWaive full reading and adopt Ordinance 26-02 entitled, “An Ordinance of the City\nCouncil of the City of Covina, California, approving Zone Change (ZCH) 25-3, and\namending the City’s Official Zoning Map 2558 parcels from the existing RD\nResidential Zone (Multifamily RD 2000 through RD 3000 and RD 3400 through RD\n5000) to High Density Residential Zone (HDR) and Medium Density Residential\n(MDR), respectively, and the list of Assessor’s Parcel Numbers are attached hereto\nas Exhibit A, and making a finding of exemption pursuant to CEQA Guidelines\nSection 15061(b)(3)”.

Adoption of Ordinance 26-03\nStaff Recommendation:\nWaive full reading and adopt Ordinance 26-03 entitled, “An Ordinance of the City\nCouncil of the City of Covina, California, approving Zoning Code Amendment (ZCA)\n26-1 amending Chapter 17.72 Off-Street Parking and Loading of Title 17 (Zoning) of\nthe Covina Municipal Code regarding Joint Use and Shared Parking Regulations, and\nMaking a Finding of Exemption Pursuant to California Environmental Quality Act\n(CEQA) Guidelines Section 15061(b)(3)“.

CC 5. Stop Sign Warrant Analysis – Prospero Drive and Italia Street\nStaff Recommendation:\nApproval of the Traffic & Mobility Advisory Commission’s recommendation to the City\nCouncil for the installation of stop signs on all three approaches at the intersection of\nProspero Drive and Italia Street.

CC 6. Award of Contract to Titans Roofing Corporation for City Hall Roof Repair\nProject in the Amount of $41,219\nStaff Recommendation:\n1.\nApprove award of contract to Titans Roofing Corporation for the City Hall\nRoof Repair Project in the amount of $41,219 and authorize the City\nManager to execute the contract; and\n2.\nAuthorize a contingency amount of $4,000 (approximately 10% of\nconstruction costs) for any unforeseen circumstances.

CC 7. Miscellaneous Facilities Painting Project – Final Acceptance and Filing Notice\nof Completion\nStaff Recommendation:\n1.\nAccept the work performed by Sky JTC Corporation; and\n2.\nAuthorize the City Clerk to file a Notice of Completion for the Miscellaneous\nFacilities Painting Project.

CC 8. 2025 Annual Housing Element Progress Report\nStaff Recommendation:\nReceive and file.

CC 9. Consideration of Budget Amendments for City Operations\nStaff Recommendation:\nThat the City Council approve Resolution CC 2026-21 to:\n1.\nAppropriate $35,000 from the police department development impact fee\nfund for grant writing services and equipment;\n2.\nAppropriate $5,629.59 from the bond proceeds fund and $467.55 from the\nDepartment of Conservation fund, to be added to existing appropriations and\ntransferring $17,749.62 to the parks capital fund, and\n3.\nAuthorize an amendment to a Purchase Order with Arete Food Trailers in the\namount of $25,000 for health/safety-related modifications to equipment for\nthe provision of food/beverage services at the Recreation Village.
