CC 3. Resolutions Relating to the Annexation of Territory to CFD 2007-1, Declaring\nIntention to Authorize Annexation, Adopting Boundary Map, and Setting the Public\nHearing Date for June 16, 2026 (123 E. Center Street, Covina//Annexation 40)\nStaff Recommendation:\n1.\nAdopt City Resolution CC 2026-22 , declaring intention to authorize the\nannexation of territory to Community Facilities District (CFD) No. 2007-1\n(Public Services); and\n2.\nAdopt City Resolution CC 2026-23, adopting boundary map showing territory\nproposed to be annexed in the future to Community Facilities District No.\n2007-1 (Public Services).

CC 4. Approval of Fiscal Year 2027 Water Supply Strategy and Authorization to\nExecute All Requisite Documents\nStaff Recommendation:\n1.\nApprove the Fiscal Year 2027 water supply strategy outlined in this report;\n2.\nAuthorize the City Manager to execute a Temporary Assignment or Lease of\nWater Right Form to assign 383.66 acre feet of Water Production Rights\nfrom the City to an Alternate Water Agency for FY 2027; and\n3.\nAuthorize the City to solicit and lease up to 575 shares of Covina Valley\nWater Company stock for Fiscal Year 2027, and execute a Lease Agreement\nand an Order for Delivery with interested shareholders.

CC 5. Authorizing the Purchase of Office Pod Booths for 401 N. Citrus Avenue Co-\nWorking Project, and Approving Resolution CC 2026-26, Appropriating Funds for the\nPurchase of the Office Pods\nStaff Recommendation:\n1.\nAuthorize the purchase of the proposed office pod booths for an amount not\nto exceed $33,000;\n2.\nApprove Resolution CC 2026-26, appropriating funds to account 1010-0310-\n55100 to allow for the purchase of the office pod booths; and\n3.\nIncrease account 1010-0310-46535 by $60,000 to recognize revenue from a\ndevelopment agreement with Bulletin Displays, LLC.

CC 6. Acceptance of National Endowment of the Arts Grant Funding and\nAppropriation of Local Funding to Facilitate a Community Mural at the Covina\nRecreation Village\nStaff Recommendation:\nAdopt Resolution CC 2026-25 amending the Fiscal Year 2025-2026 Operating\nBudget to establish grant program accounts, accept NEA grant funds, and\nappropriate $50,000 from development agreement public benefit funds to facilitate\nthe project.

Resolution Accepting LA County RPOSD Award and Authorizing the City\nManager to Execute Required Documents for the Covina Town Center Pedestrian\nBridge Planning & Design Task\nStaff Recommendation:\nAdopt Resolution CC 2026-27 amending the Fiscal Year 2025-2026 Operating\nBudget to establish grant program accounts, accept grant funds, appropriate\n$460,000 from the general fund (grant reimbursable funds), and authorize the City\nManager to review, administratively update, and execute documentation required by\nthe grantor to facilitate this task.\nPUBLIC HEARINGS

PH 2. Status of City’s Vacancies and Recruitment and Retention Efforts in Calendar\nYear 2025 (Assembly Bill 2561/Government Code Section 3502.3)\nStaff Recommendation:\n1.\nCity Council to open the public hearing and consider public testimony at\nwhich the City will report on workforce vacancies, and recruitment and\nretention efforts and the City's recognized employee organizations will be\nprovided an opportunity to make a presentation on such subjects.\n(Procedures for the Public Hearing on City Vacancies and Recruitment and\nRetention Efforts are attached hereto as Attachment “A”); and\n2.\nReceive and File a staff report on the City’s workforce vacancies, and\nrecruitment and retention efforts in compliance with Assembly Bill (“AB”)\n2561.
