CC 1. Minutes Approve the Minutes of the April 7, 2026, Regular Meeting of the City Council/Successor Agency to the Covina Redevelopment Agency/Covina Public Financing Authority/Housing Authority.

CC 10. Creation of a Public Outreach Ad-Hoc Committee That the City Council authorize the formation of an Ad-Hoc Committee to review and implement public outreach efforts and appoint Mayor Pro Tem Cortez and Councilmember Allen to serve on the committee.

CC 11. Declaring 602-626 South Citrus Avenue and 128 East Rowland Street as Surplus Land Not Necessary for the City’s Use Covina Declaring Pursuant to Government Code Section 54221 That Certain Real Property Owned by the City Located in the City at 602-626 South Citrus Avenue and 128 East Rowland Street Is Surplus Land and Not Necessary for the City's Use, Finding Such Declaration Is Exempt from Environmental Review Under the California Environmental Quality Act, and Taking Related Actions.

CC 12. Approve Agreement with Greetings Tour, Inc., to Design and Install a Historical Walkway Mural at the Covina Recreation Village Property Approve Agreement with Greetings Tour to design and install a historical walkway mural at the Covina Recreation Village property for an amount not to exceed $95,000.

CC 13. City-Wide Alleyway Resurfacing Project – Project No. P2703 – Final Acceptance and Filing Notice of Completion 1. Accept the work performed by G.M. Sager Construction Co., Inc.; and 2. Authorizing the City Clerk to file a Notice of Completion for the City-Wide Alleyway Resurfacing Project – Project No. P2703.

CC 14. Resolution Accepting Grant Funding from the Department of Justice, Edward Byrne Memorial Justice Assistance Grant Fiscal Year 2026-27 1. Adopt Resolution CC 2026-91 accepting grant funding from the Department of Justice, Edward Byrne Memorial Justice Assistance Grant (JAG) 2025 in the amount of $11,970 and increase the Police Department Police Department; and 2. Authorize the City Manager or his designee to execute the grant with the Escheat of Unclaimed Property Policy Authorize staff to pursue the escheatment of unclaimed funds to the City in the amount of $62,411.65 and approve the transfer of any available funds remaining unclaimed to be recognized as revenue in the General Fund in accordance with the Escheat of Unclaimed Property Policy. CC 16. Purchase Order Authorization for Door Access Control with Enterprise Security, Inc. for City Owned Facilities 1. Authorize staff to issue a Purchase Order to Enterprise Security, Inc. in the amount totaling $100,290.55; and 2. Approve Resolution CC 2026-92 appropriating $100,290.55 in Building Maintenance Fund – Fund Balance for use towards Door Access Control.

CC 2. Payment of Demands Approve Payment of Demands in the amount of $10,738,041.44.

CC 3. City of Covina Investment Report for Month Ended July 31, 2026 Staff Recommendation: Receive and File.

CC 4. Professional Services Agreement for Dudek - CEQA Services To approve the amendment to the Professional Services Agreement with Dudek to allow for continued contractual support for CEQA consulting services for a compensation amount not to exceed $500,000 and to update the fee schedule/ standard schedule of charges.

CC 5. Authorization to Examine Sales Tax/Transactions and Use Tax Records Adopt Resolutions CC 2026-87 Authorizing Examination of Sales Tax/Transactions and Use Tax Records.

CC 6. Award of Contract to Stone Roofing Company, Inc. for City Hall – Administration Office Roof Repair Project in the Amount of $66,480 1. Approve award of contract to Stone Roofing Company, Inc. for the City Hall Roof Repair Project in the amount of $66,480 and authorize the City Manager to execute the contract; and 2. Authorize a contingency amount of $6,000 (approximately 10% of construction costs) for any unforeseen circumstances.

CC 7. Award of Contract to Titans Roofing Corporation for Roof Replacements at Public Works Yard 1. Award a contract for the Public Works Yard Roof Replacements Project to Titan Roofing Corporation in the amount of $71,969 and authorize the City Manager to execute the contract; and 2. Authorize a contingency amount of $7,000 (approximately 10% of construction costs) for any unforeseen circumstances.

CC 8. Approval of the Purchase of Four (4) Pedestrian Shade Structures for the Covina Recreation Village Park Project Approve the purchase order for four (4) monarch butterfly shade structures for the Covina Recreation Village Property.

CC 9. Resolution Recommending Opportunity Zone 2.0 Federal Designation to Census Tract 4037.22 Adopt Resolution CC 2026-89 recommending that the Governor’s Office of Business and Economic Development (GO-Biz) recommend Census Tract 4037.22 for Opportunity Zone 2.0 Designation.

NB 1. Updates on State Housing Legislation and Local Affordable Housing Projects Authorized by State Law That the City Council: 1. Receive and file this report; and 2. Provide direction related to outreach measures to inform the community about pending local housing projects authorized by State law.

PH 1. Covina Town Center Specific Plan Amendment No. 6 Staff Recommendation: Approve Resolution CC 2026-88 approving Covina Town Center Specific Plan Amendment No. 6 to amend table 3-2 within Chapter 3 and Chapter 7 of the adopted 2019 Covina Town Center Specific Plan (CTCSP).
