Consideration to Review and Approve the Draft Minutes of April 16, 2024, for the Regular Meeting\nof the City Council and the Joint Meeting of the City of Cudahy as Successor Agency and Housing\nSuccessor Agency to the Cudahy Development Commission (page 17)\nPresented by the City Clerk\nRecommendation: The City Council is requested to review and approve the City Council /\nSuccessor Agency Draft Minutes for April 16, 2024.

A. Adoption by First Reading of Ordinance No. 741 Amending Cudahy Municipal Code Section\n10.04.020 (Vehicle Weight Limits) by adding Patata Street to the list of streets where vehicles\nexceeding 6,000 pounds are prohibited (page 29)\nPresented by the Community Development Director\nRecommendation: Staff recommends that the City Council take the following actions:\n1. Open the public hearing and receive comments; and\n2. Adopt by first reading Ordinance No. 741, an amendment to the\nCudahy Municipal Code (“CMC”) Section 10.04.020 (Vehicle Weight\nLimits) by adding Patata Street to the list of streets where vehicles\nexceeding 6,000 pounds are prohibited; and\n3. Schedule a second reading of Ordinance No. 741 at the next regularly\nscheduled City Council meeting on May 21, 2024; and\n4. Find the Project exempt from the California Environmental Quality\nAct (“CEQA”) pursuant to CEQA Guidelines Section 150601(b)(3).

Adoption by First Reading of Ordinance No. 742 approving Municipal Code Text Amendment No.\n2024-02 to amend Chapter 8.52 (Fireworks) of Title 8 (Health and Safety) of the Cudahy Municipal\nCode (page 47)\nPresented by the Senior Planner\nRecommendation: Staff recommends that the Planning Commission take the following\nactions:\n1. Open the public hearing and receive public comment; and\n2. Adopt by first reading Ordinance No. 742 of the City Council of the\nAmendment No. 2024-02 amending Title 8 (Health and Safety),\nChapter 8.52 (Fireworks) of the Cudahy Municipal Code; and\n3. Schedule a second reading of Ordinance No. 742 at the next regularly\nscheduled City Council meeting on May 21, 2024; and\n4. Find the Project exempt from the California Environmental Quality\nAct (“CEQA”) pursuant to CEQA Guidelines Section 150601(b)(3).

Resolution to Support SB 674 – The Refinery Pollution Reduction and Transparency Act (page 83)\nPresented by the Assistant to the City Manager\nRecommendation: The City Council is recommended to adopt Resolution No. 24-09\nsupporting SB 674 referred to as the “Refinery Pollution Reduction and\nTransparency Act” (the “Bill”).

B. Resolution to Support S. 3830 - Low-Income Household Water Assistance Program Establishment\nAct (page 87)\nPresented by the Assistant to the City Manager\nRecommendation: The City Council is recommended to adopt Resolution No. 24-10\nsupporting S. 3830 referred to as the “Low-Income Household Water\nAssistance Program Establishment Act” (the “Bill”).

C. Update and Discussion on the City’s Graffiti Abatement Program (page 91)\nPresented by the Community Development Director\nRecommendation: Staff recommends that the City Council take the following actions:\n1. Hear City staff’s presentation; and\n2. Receive and file this report.

D. Consideration to Appoint Jaime Velasco Jr. to the Planning Commission (page 95)\nPresented by the City Clerk\nRecommendation: The City Council is recommended to appoint Jaime Velasco Jr. to the\nPlanning Commission, Council Member Lomelí’s appointment.

E. Budget Workshop for Proposed Fiscal Year (FY) 2024-2025 City Budget (page 105)\nPresented by the Finance Director\nRecommendation: The City Council is requested to review General Fund and Special\nRevenue Funds estimated revenues and estimated expenditures and\nprovide staff with direction on which estimated revenues and estimated\nexpenditures to adjust in finalizing the Fiscal Year (FY) 2024-25 City\nBudget, which would be presented to the City Council at a regular\nmeeting June 4, 2024.
