Consideration to Review and Approve the Draft Minutes of August 20, 2024, and October 1, 2024,\nfor the Regular Meeting of the City Council and the Joint Meeting of the City of Cudahy as\nSuccessor Agency and Housing Successor Agency to the Cudahy Development Commission (page\n7)\nPresented by the City Clerk\nRecommendation: The City Council is requested to review and approve the City Council /\nSuccessor Agency Draft Minutes for August 20, 2024, and October 1, 2024.

B. Approval of the Local Agency Investment Fund (LAIF) for the Month of September 2024 (page 25)\nPresented by the Finance Director\nRecommendation: The City Council is requested to approve the Local Agency Investment\nFund (LAIF) Report for the month of September 2024 in the amount of\n$12,009,745.74.

C. Approval of the City Demands and Payroll Including Statement of Investment for the Month of\nSeptember 2024 (page 29)\nPresented by the Finance Director\nRecommendation: The City Council is requested to approve the Demands and Payroll in the\namount of $3,023,210.74 including the Statement of Investments for the\nmonth of September 2024.

Approval of Professional Services Agreement for Comprehensive Fee Study Services (page 43)\nPresented by the Finance Director\nRecommendation: The City Council is requested to award a Professional Services\nAgreement (PSA) to Willdan Financial Services to provide\nComprehensive Fee Study Services with an updated proposal not to\nexceed $27,700.

B. Request for Direction on Installation of Holiday Decorations and Lighting (page 101)\nPresented by the Interim Public Works Director\nRecommendation: The City Council is requested to provide direction on the preferred service\nprovider to be awarded a professional service agreement for holiday\ndecorations and lighting.

C. Update on Discussions between the City of Cudahy and the Los Angeles County Department of\nAnimal Care and Control regarding Municipal Services Agreement to Provide General Animal\nCare and Control Services (page 165)\nPresented by the Community Preservation Manager\nRecommendation: The City Council is requested to:\n1. Hear staff presentation summarizing discussions and\ncorrespondences between the City of Cudahy (“City”) and Los\nAngeles County Department of Animal Care and Control (“County”).\n2. Provide staff feedback and direction on whether to:\na. Execute the County Municipal Services Agreement\n(“Agreement”), accepting all terms and conditions, to provide the\nCity general animal care and control services, or;\nb. Continue to negotiate and hold discussions with the County to\naddress unresolved issues as summarized in this report.

D. Approval of Professional Services Agreement for Remote and On-site Translation Services (page\n213)\nPresented by the City Clerk\nRecommendation: It is recommended that the City Council award a Professional Services\nAgreement (PSA) to Language Network, Inc., (Language Network) to\nprovide remote and On-Site Spanish Translation Services for a one-year\nterm, with an option for two (2) one-year extension terms, with the total\nservices not to exceed $42,000 annually.
