Consideration to Review and Approve the Draft Minutes of October 29, 2024, for the Special\nMeeting of the City Council and the Joint Meeting of the City of Cudahy as Successor Agency and\nHousing Successor Agency to the Cudahy Development Commission (page 7)\nPresented by the City Clerk\nRecommendation: The City Council is requested to review and approve the City Council /\nSuccessor Agency Draft Minutes for October 29, 2024.

B. Consideration to Adopt Resolution No. 24-36 Amending the City’s Conflict of Interest Code and\nRepealing Resolution No. 22-39 In Accordance with the Political Reform Act (page 13)\nPresented by the City Clerk\nRecommendation: The City Council is requested to adopt Resolution No. 24-36 amending the\nCity’s Conflict of Interest Code (“COI”) and repealing Resolution No. 22-\n67 in accordance with the Political Reform Act.

C. Approval of the Local Agency Investment Fund (LAIF) for the Month of October 2024 (page 27)\nPresented by the Finance Director\nRecommendation: The City Council is requested to approve the Local Agency Investment\nFund (LAIF) Report for the month of October 2024 in the amount of\n$11,156,151.16.

D. Approval of the City Demands and Payroll Including Statement of Investment for the Month of\nOctober 2024 (page 31)\nPresented by the Finance Director\nRecommendation: The City Council is requested to approve the Demands and Payroll in the\namount of $2,197,219.69 including the Statement of Investments for the\nmonth of October 2024.

Republic Services Proposal for SB1383 Amendment Implementation and Compliance (page 43)\nPresented by the Assistant to the City Manager\nRecommendation: The City Council is requested to select either Proposal 2 or Proposal 3\nsubmitted by Republic Services for the implementation and compliance of\nSB1383.

B. Approval of Professional Services Agreement with Transtech Engineers, Inc. for On-Call\nEngineering Services (page 63)\nPresented by the Assistant to the City Manager\nRecommendation: The City Council is requested to approve a Professional Services\nAgreement (PSA) with Transtech Engineers, Inc. for On-Call Engineering\nServices in a not-to-exceed fiscal year sum of $750,000.

C. Update on Discussions Between the City of Cudahy and Los Angeles County Department of\nAnimal Care and Control regarding Municipal Services Agreement to Provide General Animal\nCare and Control Services (page 137)\nPresented by the Assistant City Manager/Community Development Director\nRecommendation: The City Council is requested to:\n1. Hear staff’s presentation summarizing discussions and\ncommunications between the City of Cudahy (“City”) and Los\nAngeles County Department of Animal Care and Control (“County”);\nand\n2. Adopt Resolution No. 24-37, approving the execution of the County\nMunicipal Services Agreement (“Agreement”), accepting all terms\nand conditions, to provide the City general animal care and control\nservices, or;\n3. Continue to negotiate and hold discussions with the County to\naddress unresolved issues as summarized in this report, causing a\nlapse in services as the County will no longer provide services without\nan executed contract as of December 1, 2024.

Discussion and Potential Adoption of Ordinance No. 757 Amending Section 3.04.080 (Sufficient\nMoney in Treasury) of Chapter 3.04 (City Funds and Records) of Title 3 (Revenue and Finance) of\nthe Cudahy Municipal Code (page 181)\nPresented by the City Attorney\nRecommendation: The City Council is recommended to discuss and potentially adopt a\nversion of Ordinance No. 757 amending Section 3.04.080 (Sufficient\nMoney in Treasury) of Chapter 3.04 (City Funds and Records) of Title 3\n(Revenue and Finance) of the Cudahy Municipal Code.
