Formation of the Cudahy Landscaping and Lighting District and Annual Levy of Assessments\nBeginning FY 2025/26 (page 139)\nPresented by the Finance Director\nRecommendation: The City Council is requested to:\n1. Approve Resolution No. 25-03, initiating proceedings to form the\nCudahy landscaping and lighting district, which calls for the\npreparation and filing of the engineer’s report regarding the\nformation of the district and the levy of assessments; and\n2. Approve Resolution No. 25-04, declaring the city’s intention to form\nthe Cudahy landscaping and lighting district, to levy assessments\ncommencing in fiscal year 2025/2026, preliminarily approve and file\nthe engineer’s report, to conduct a property owner protest ballot\nproceeding for the assessments, and sets the time and place for the\npublic hearing.

B. Adoption of the City’s 2025 – 2030 Sustainable Urban Planning Emergency Preparedness Plan (page\n201)\nPresented by the Assistant to the City Manager\nRecommendation: The City Council is requested to adopt the City’s 2025–2030 Sustainable\nUrban Planning Emergency Preparedness Plan (the Plan) to enhance\nCudahy’s disaster resilience, sustainability, and equitable urban planning\nstrategies related to emergency preparedness.

C. Receive and File Cudahy SAFE Plan Presentation (page 213\nPresented by the Assistant to the City Manager\nRecommendation: The City Council is requested to receive and file the presentation of the\nCudahy SAFE Plan: Safety and Future Empowerment, a strategic initiative\naimed at addressing gang violence, fostering community trust, and\nenhancing public safety through collaboration, equity, and\nempowerment.

Request to Establish a Reward Offer for Arrest and Conviction (page 217)\nPresented by the Assistant City Manager/Community Development Director\nRecommendation: The City Council is requested to adopt Resolution No. 25-05, establishing\na reward offer of $10,000 in exchange for information leading to the arrest\nand conviction of the person(s) responsible for the murder of Jose Manuel\nRangel, who was murdered on May 14, 2023.
